Prime Minister Ilie Bolojan had a meeting with the representatives of the 36 institutions subordinated to the Government on Wednesday, on the reduction of personnel spending. According to a statement of the Government, the prime minister requested that by August 22, institutions should present “proposals for reorganization, increase in efficiency and performance indicators”.
The government will apply three main directions for optimizing Romania's budget: reducing operating expenses, including personnel expenses, increasing the efficiency of budget revenue and prioritizing investments, the Executive statement said
“The reduction of operating expenses means that each institution will establish the necessary personnel and project indicators, so that we offer better services to the citizens. We work on a package of regulations that provides for the reduction of personnel expenses both in the local administration,” said Prime Minister Ilie Bolojan.
Personnel cuts will be included in a normative act
The reorganization proposals will be presented until August 22, and by the end of August, the government will prepare a legislative package on reorganization of these structures.
“Please make a correct calculation. People need to stay on positions according to two criteria: performance and responsibility,” said Ilie Bolojan, according to the press release.
Also, Prime Minister Ilie Bolojan asked the coordinators of the 36 institutions to analyze the salary solutions of the staff, in the context in which, in some institutions, a series of bonuses are not justified.
Bolojan also asked the institutions to analyze the integration of digitization solutions, to become more efficient, given that individual solutions lead to the island of services and increase the costs.
We remind that Bolojan called the heads of these institutions on Wednesday to discuss “some measures regarding the reorganization of some public authorities and institutions, the rationalization of public spending and the reduction of personnel expenses”.
The Ministry of Development has put in public consultation, last week, the measures in package 2, regarding the reform of the public administration, which provide for the reduction by over 6,000 positions at the Cabinet of the Dignitaries of the Central and Local Administration, but also new rules for performance evaluation and for the occupation of positions.
Ilie Bolojan announced that all fiscal measures in package 2 are to be announced until the end of August, when the Executive will go to Parliament to assume responsibility, in an extraordinary session of the legislature.
