Prime Minister Donald Tusk stated on Tuesday before the government meeting that 100 percent PiS is responsible for the last problems around the payment of funds from KPO. He announced that the Minister of Funds would make an explanation at the government meeting, after which he would inform about decisions and consequences.
As Tusk stated, in the second part of the government's meeting will be asked by the Minister of Funds and Regional Policy Katarzyna Pełczyńska-Nałęcz for explanations of the confusion around the national housing plan (KPO). “After explaining, I will inform you about decisions and consequences,” he added.
– 100 percent PiS, and his idiotic, aggressive and anti -European policy and theft of time are responsible for the problems related to the spending of European money. They not only stole the money, but also stole the priceless time – said Prime Minister Donald Tusk. He added that in no way can this explain inaction, sloppiness or bad will to officials responsible for the distribution of these funds.
KPO at a government meeting
The fact that during the Tuesday meeting of the Council of Ministers of the Minister of Funds and Regional Policy Katarzyna Pełczyńska-Nałęcz is to explain the procedures for granting KPO funds, Prime Minister Donald Tusk informed. The head of government pointed out that after the information presented by Minister Pełczyńska-Nałęcz, he would have “sufficient material to make decisions, if necessary, also personal decisions.” He emphasized that for the time being “corruption or theft of these funds, but rather carefree spending on things that rightly wonder people, if they do not annoy.” He declared that each grant case would be examined, and where “abuse is obvious”, contracts would be annulled.
The program inherited by PiS?
The head of government also said that the program for the HoReca industry was inherited from PiS, like a two -year delay in spending funds from KPO. – It had to be done faster, and therefore probably less carefully and we will study it – he emphasized.
Minister Pełczyńska-Nałęcz assured on Monday on platform X that in the event of violations, the beneficiaries would be called to return the funds. Referring to changes in the criteria in the HoReCa industry program, the minister explained that the threshold of decrease in turnover was reduced from 30 percent. up to 20 percent In the second stage of recruitment to achieve the required number of projects saved in the KPO. “First, we opened a competition for the most injured, and then – when the indicator was not exhausted – for less injured. What outside of the KPO?
At Tuesday's meeting, the ministers will also bend over a draft act on housing allowances for uniformed. Pursuant to it, officers of the Service subordinate to the Ministry of Interior and Administration will be entitled to unrestricted housing benefits in the amount of PLN 900 to 1800 per month. According to the last version of the project, the amount of the benefit is to depend on the place of residence of the officer. The project also assumes new forms of reimbursement of travel costs for officers living outside the town.
The government will also consider the draft changes to the Executive Penal Code. The proposed regulations are to extend the application of electronic supervision. Currently, sentenced to less than 3 years in prison can take advantage of this form of serving, if they have a maximum of 6 months to the end of his punishment. After the changes, this border is to be extended – such convicts will be entitled to the supervision when they remain no more than 1.5 years of punishment.
The project also assumes a change in the rules of bringing convicts to detention center. If the imprisonment is a maximum of 1 year and 6 months or applies to other types of penalties – the convict will receive a call to make him in custody within the prescribed period. If the penalty exceeds 1.5 years – the convict will be detained and brought to arrest by the services.
It is also planned to alleviate the rules of serving a life imprisonment by shortening the periods after which the convicted person may apply for a transfer to the prison with a milder rigor.
The ministers will also discuss the proposal to amend the Act on proceedings in matters related to public aidwhich changes the method of calculating for a given beneficiary of the de minimis aid limit in agriculture – this is to be added to de minimis aid received in the current tax year and in the previous two tax years. Thus, Polish provisions will be adapted to the last EC Regulation in this matter.
According to the original order, the ministers were also to deal with a draft amendment to the Act on the Central Communication Portwhich will allow payment of advances of up to 85 percent. compensation to persons expropriated for the needs of CPK.
