Cutting and reductions in the American cyber security sector. Europe will get a ricochet?

The cybersecurity sector in the United States was found during the period of budget cuts and employment reduction, while Europe, which has previously been based on its defense on the competence and resources of mainly American institutions, intends to focus more on local solutions – results from ESET and DAGMA security IT collected in the report “CyberPortret of Polish Business 2025”.

It was stated that at 2026, a significant reduction of full -time jobs (CISA) infrastructure (CISA) infrastructure, by over 1,000 people – out of 3,732 employees in positions, according to the assumptions, would remain 2,649. Most employees have already decided to leave the workplace.

In addition, Cisa may be affected by a planned, almost $ 500 million reduction in the budget as part of the budget proposal of President Donald Trump. It was indicated that the White House has a valid voice in negotiations or is involved in diplomatic activities against China, Russia, Iran and North Korea.

“The ongoing armed conflicts and tensions in different parts of the world take on a hybrid form – traditional military operations are combined with actions in cyberspace, e.g. in the form of Cyberszpiegów APT groups. Their activity in the last half -year (October '24 – March '25) coincides with armed activities in individual regions or generated by data or generated by data. tensions ” – said Kamil Sadkowski, an analyst of the ESET antivirus laboratory quoted in the report.

“ESET data shows that the most active AFT groups include those from China – they are responsible for over 40 percent of cyber attacks, Russia (25.7 percent) or North Korea (14.4 percent) and Iran (9.1 percent)” – he added.

It was stated that the recent budgets and employment reductions in key institutions related to cyber security in the United States will undoubtedly weaken the condition and security of not only administration, but also companies and entities using their knowledge and guidelines.

This affects the technological innovation of the future, which in turn will weaken the effectiveness of cyber security systems, also individual users.

“Part of the effects of funding and employment in the cyber security sector will be visible immediately – by a decrease in the quality of current preventive measures and threat analysis. On the other hand, other members of smaller, 'slimmed' teams will be exposed to greater fatigue and professional burn, which may lead them to leave the industry for less stressful professions,” said Kamil Sadkowski.

“Failure to invest, however, will also be in a few years. The slowdown in innovation and the implementation of new cybersecurity technologies is revealed with delay, and is caused, for example, by the said gradual outflow of the most valuable talents” – he added.

According to experts, a decrease in financing in the US may also manifest itself in less visible and spectacular aspects-for example, in delays in creating standards or difficulties in disseminating information about threats, which often result from public-private cooperation. In fact, however, the impact will be felt in all agencies, institutions, companies and even by ordinary consumers.

According to ESET data, as much as 39 percent Global cyber attacks in 2024 were recorded in Europe. To protect themselves, many entities are suppliers of cybersecurity solutions from various regions of the world.

More frequent and greater commercial disputes and intensification of cyber threads are risks that the European Commission also sees. The announced expenditure package related to the implementation of the continent's defense plan, including cyber security, amounts to EUR 800 billion by 2030.

“We observe clear geopolitical tensions and growing polarization in the world. Investing in technologies or solutions that send data to doubts from the point of view of political cooperation, raises the question of whether we can really use them safely? And this is a question that both entrepreneurs who care about the digitization of business should ask themselves, as well as officials at government levels,” said Marcin Mazur from dagma security.

“The domestic market for cybersecurity solutions is just developing, while in the European Union tools are already available as they are as effective as the global ones. However, what is important due to European origin are less exposed to political and commercial turmoil, which may cause risk to the continuity of the operation of many organizations and business” – he added.

Awareness and the need to build digital sovereignty is already visible in the vast majority of Polish companies. It was stated that as many as 7 out of 10 specialists responsible for cyber security in Polish companies declare that in the last few years their vigilance has increased on how the country of software supplier's origin can affect the company's cyber security.

Every second studied company believes that dependence on software suppliers outside Poland and Europe is a potential threat to their business, while 59 percent. He claims that he prefers cyber security solutions from Europe. (PAP Biznes)
