Let's not mix PARP to politics, the management of the ministry of funds is responsible for the program addressed to the HoReca industry from KPO, as well as other programs financed from EU funds, which she controls on an ongoing basis – the former head of PARP Katarzyna Duber -Stachurska wrote on Sunday.


The former president of the Polish Entrepreneurship Development Agency in the entry on the LinkedIn portal referred to the ongoing discussion around issuing funds from the national reconstruction plan in the program for the SME sector from the HoReCa industry (hotel and gastronomy).
“PARP is an executive agency, does not make decisions about programs, does not determine the criteria for granting co -financing, all procedures, regulations and contracts are approved by the Ministry of Funds and Regional Policy, the agency has no independence in this respect. And so it was in the case of KPO Horeca” – pointed out Katarzyna Duber -Stachurska.
The former head of the agency emphasized that the Ministry of Funds and Regional Policy “even approved the method of describing the invoice with expenses, supervised the implementation of the program daily.”
“The ministry knew about boats – answered operators' questions or boats with an internal combustion engine could be allowed. The minister (Pełczyńska -Nałęcz – PAP) assured entrepreneurs that she personally intervened to loosen the original rules, so that the funds flow more efficiently and faster” – added Duber -Stachurska in the post.
According to the former head of PARP, the control of “the minister ordered the same to people who have been dealing with the program for 1.5 years, i.e. she ordered them to check themselves.” “And they check well – the results of the recent NIK audits from 2024 and 2025 have not shown any irregularities in PARP, the programs were and are implemented in accordance with applicable regulations and the documentation approved by the MFIPR,” she added.

Platform X users on Thursday evening began to post examples of companies from the HoReCa industry that received subsidies from KPO, including for yachts, saunas, coffee machines, solariums, furniture replacement or the purchase of a virtual shooting range. The Ministry of Funds declared verification of KPO funds allocated to entrepreneurs from the gastronomy and hotel industry. The purpose of HoReCa's funding under KPO is to support micro, small and medium -sized enterprises in the hotel, gastronomy, tourism and culture industry. These sectors were most injured due to the effects of Covid-19 pandemic.
The rules of the recruitment of HoReCa were established in 2023. Applications for the granting of funds could be submitted in the period of May-June and July-October 2024. In the second round of submitting applications, facilitations were introduced for applicants for additional funds, including reduced to 20 percent. A minimum decrease in turnover year -on -year in 2020–2021 (in the first recruitment it was 30 percent).
