The Act concerns special principles of preparation and implementation of strategic investments related to state defense and public security, as well as the creation of protective zones around closed areas.

The Act on defense investments – these are its most important assumptions
The new regulations introduce the division of investments into key (e.g. ammunition production or “East shield”) and strategic. They assume, among others:
- simplified administrative procedures,
- the possibility of implementing the investment on state lands,
- simplified mode of obtaining environmental consents,
- excluding strategic investments from the provisions of public procurement law,
- the possibility of expropriation of real estate for compensation,
- Issuing one complex administrative decision (DRSI), which will be approved by the voivode within 90 days.

The Minister of National Defense is to determine the list of key defense investments and those serving public security. Investors will be obliged to inform the relevant services – including voivods, building supervision inspectorates, and in investments in forest areas also the Directorate of State Forests.
If the investment may potentially affect protected areas, including Natura 2000, the Regional Director of Environmental Protection will be able to determine minimizing or compensatory activities.
The Act also specifies the principles of purchasing real estate for the needs of the investment and the method of determining compensation for land owners.
