The number of members of the Board of Directors for the National Agency for Cadastre and Real Estate Advertising (ANCPI), as well as for the National Housing Agency (ANL) will be significantly reduced, and the salary of the National Regulatory Authority for the Community Public Utility (ANRSC) services will not be able to exceed 0.9. The proposed measures appear in the draft law on the reform of the public administration, published on Thursday by the Ministry of Development.

The salary of the ANRSC president will be capped at 19,656 gross lei

The personnel of the National Regulatory Authority for Community Public Utilities (ANRSC) currently benefit from an independent wage policy, established by negotiation at the institution level.

The maximum salary allowed in the payroll grid is correlated with the salary of the personnel in the Government's work apparatus.

The draft law proposes the modification of the normative acts that regulate the remuneration of the leaders of the subordinated institutions within the Ministry of Development, Public Works and Administration.

Thus, an explicit ceiling of the salary of the president of ANRSC will be introduced, which cannot exceed 0.9 of the Minister of Development allowance.

Considering that the basic salary of the Minister of Development is 21,840 lei, the new ceiling will be 19,656 gross lei for the salary of the ANRSC president.

By this measure, an annual reduction of expenses of approximately 190,812 gross lei is estimated.

The draft law also proposes to reduce the number of members of the Board of Directors for the National Agency for Cadastre and Real Estate Advertising, as well as for the National Housing Agency.

Currently, the ANL Board of Directors can have between 5 and 7 members designated and appointed by order of the Minister of Development.

The Board of Directors of the National Agency for Cadastre and Real Estate Advertising (ANCPI) consists of 9 members, representing the public and private sector, appointed exclusively on professional competence criteria, the president of the council being the general director of ANCPI.

The draft law proposes that the number of members of the Board of Directors from the Cadastre Agency will be reduced from 9 to 5 members, and the number of members of the ANL Board of Directors to reduce from 5-7 members to 5 members.

Thus, the resulting annual economy determined by the reduction of the members of the board of directors from the two agencies is 410,444 lei, it is mentioned in the foundation note.

The project is part of the second package of government fiscal measures meant to reduce the budget deficit, for which the cabinet has announced that it will go to Parliament to assume responsibility.
