Karol Nawrocki goes to a short circuit with the government. And it's not just about veto [ANALIZA]


When we asked PiS politicians what the presidency of Karol Nawrocki would be, they answered that their camp “would precipitate Tusk's arguments” and “they would defeat him with his specifics.” Because no one doubts that the first two years of Karol Nawrocki, this is to be the way to defeat Donald Tusk in the parliamentary elections in the autumn of 2027.

And it was clearly Karol Nawrocki in his message. You can see that he is going at the start, primarily with the Civic Platform, from the first day of office. Does he have the right tools for this? Yes, because it can paralyze the government's work, and in two ways. The question is, will the government find an exit from this iron hug?

A few days ago, President Jarosław Kaczyński said that the beginning of performing the function, the actual term of the president, must be something great, something that shows that it was a real victory of all Polish patriots. Therefore, for PiS 6 August, it is to be an unofficial start of the parliamentary campaign. A moment of breakthrough. The beginning of the way to return to power.

– The first June is a clear signal that Poles want to fulfill election promises, they want politicians to fulfill the promises made during the election campaign – said Karol Nawrocki during the message inaugurating the campaign and referred to their 21 postulates. As he said: “a program that got 10.5 million votes.” He intends to be consistent and determined in its implementation.

In the election campaign, Karol Nawrocki called his election promises regarding tax reduction and support of families “a contract with Poles.” He promised to submit a bill reducing the basic VAT rate from 23 percent. up to 22 %, zero PIT for families raising two or more children, raising the second tax threshold to 140 thousand. PLN and The liquidation of Belka's tax and strongly opposed the introduction of the euro.

Media reports show that Karol Nawrocki will go on tour around Poland. On August 7, it is to be in Kalisz, on August 8 – in Kolbuszowa. During meetings with residents, he is to present the announced draft law, primarily the one with zero PIT for families with two children. It is possible that he will also present a project that increases the free amount to 60,000. PLN (flagship promise of the Civic Coalition from the campaign in 2023).

Nawrocki also announced that he would submit a bill on CPK without delay, because he wants to return to the traditional shape of this investment. Its goal is to “search for this economic path, which will become a kind of economic competitiveness thrown in Western Europe. Yes, we need great and breakthrough investment projects.”

What will the Sejm do with presidential projects?

The question is, what will the Sejm do about projects? Above all, the first movement belongs to the Speaker of the Sejm, and therefore Szymon Hołownia. He decides to direct the bill to the first reading. Earlier, he has the right to send him to give opinions on which may last for months. Even if the marshal directs the project to the first reading, it can lie in the so -called Sejm freezer. The Sejm authorities are already collectively deciding about the schedule of the meeting, and specifically the Presidium of the Sejm (marshal and deputy marshals) after consulting the senior convent (it is created by, among others: marshal and deputy marshals and representatives of parliamentary clubs).

Blocking all the president's initiatives, however, may be a bad idea, especially projects that will gain social support. So it may turn out that it is the president and not the government will start to set directions of changes.

The first signal was clear. Karol Nawrocki from the parliamentary rostrum invited the prime minister and ministers to a meeting of the office council, which will take place in August. And he announced that in order to solve the problem of the state system, he would appoint a council for repairing the state system.

It is worth remembering that from autumn Włodzimierz Czarzasty will become the Speaker of the Sejm. His policy towards presidential initiatives may be sharper. Although here Karol Nawrocki wandered his eye to the left. – Ladies and Gentlemen, I believe in deep and look here to the left of the Polish parliament that in matters of developmental investments, the issues of Polish public finances are able to reach a supra -political agreement – said Nawrocki.

He announced that the projects regarding municipal apartments, which Deputy Minister Tomasz Lewandowski is working on, can count on his favor, although certainly not unconditionally. Therefore, it is clear that although Karol Nawrocki announced that he would be the president of all Poles, that there is no Polish and b, where he could, he would drive the wedge into a coalition.

Secondly, the president may block governmental laws

In the message, Karol Nawrocki clearly said: that he would not agree to the introduction of the euro, but also an increase in retirement age. From his words, it can be concluded that no law, which he will have any doubt. And the president has two options for blocking the adopted laws. First, he can report a veto. The Sejm may reject them, but by a 3/5 majority in the presence of at least half of the statutory number of deputies. In this term, most of the chances are not visible. The president may also direct the law to the Constitutional Tribunal. He can do it before signing it. And if He must veto the entire act, it can be challenged and sent to the Constitutional Tribunal only selected regulations. If the Tribunal agrees with him, then the president can sign the act without these provisions. This is how he can defend against the veto of socially beneficial solutions.

More importantly, the president clearly and clearly emphasized that He will not compromise on the restoration of the rule of law. – Dear Ladies and Gentlemen, Poland must return to the rule of law. Today, Poland is not in the way of the rule of law, because it is difficult to call a law -abiding state in which it does not operate and does not have a legally elected national prosecutor, in which Article 7 of the Constitution, saying that state authorities must act on the basis of and in the limits of the law, is unfortunately regularly broken – said the president. In short: just like President Andrzej Duda, he will not sign a single law that would reverse the reforms introduced by PiS, but also does not nominate a single judge, who in his opinion harms the constitutional order.

Here the president goes to a short circuit with the new justice minister Waldemar Żurek. What's more, he will prevent his arguments if he prepared his own proposals to repair the judiciary.

The row in an iron hug

The situation of Donald Tusk's government is not easy, which the prime minister himself admitted. In the recording published just after the sworn in by Karol Nawrocki in social media on Platform X said: – We must be even stronger, we must be together. Let's do everything so that there are even more of us in two years. More than 11.5 million voters who in 2023 voted for parties creating the current coalition.

Will it work? It will be a big challenge. The government found itself in an iron hug, on the one hand, a new, announcing the hard policy of the president, and on the other, the law changed during PiS's rule, rules with which he does not agree and which cannot easily change. Dedation of PiS activities may not be enough, as the presidential election has just shown.

Minister Maciej Berek is working on the new reform program, called a small prime minister to reconstruct the government, and after reconstruction even “superpower”, because he became a supervisor of the implementation of government policy. In order to kidnap voters, the government must propose more than oki (personal investment account), which it has prepared instead of lifting the Belka tax.
