The Dutch police warns against the growing threat associated with the use of artificial intelligence (AI) to generate materials depicting sexual abuse of children. According to the data cited by the DALEK DALEGRAAF, the number of applications regarding such content increased in 2024 by 86 percent. compared to earlier year.



The team for combating child pornography and pediatric sexturism (TBKK) records dozens of cases of use of AI to create images of sexual violence against minors per month. According to experts, it is impossible to clearly distinguish today which materials were created digitally, and which document real abuse. What's more, photos of real children are used to “train” algorithms – including authentic materials from sex crimes.
According to data from the independent association “Meld Misdaad Anoniem” (report an anonymous crime), the number of notifications about pedophile materials increased from 82 in 2023 to 153 in 2024 – This is an 86 % increase. In turn, the “offlimits” organization recorded 1472 cases generated by AI images of using children.

In February this year. Europol performed the “Cumberland” operation, under which 25 people were arrested in 19 countries – including four Dutch. The suspects used a platform created by a Denmark citizen, which made thousands of paintings created by AI to a fee. The Dutch heard warnings, but did not hear criminal charges. The police decided that “they had not committed similar deeds before and have no children in close surroundings.”
“Creating, distributing and acquiring child pornography – also the one produced by AI – are punishable. We do not distinguish between real and digital images,” said Ben Van Van Mierlo, National Coordinator of TBKK.
Experts also warn against using AI to steal photos of children from social media and their processing in the so -called Deepfake. The police call for suspicious content to the services or organization of STOP IT now.
