The Ministry of Internal Affairs announces that, from August 1, citizens will be able to request the issuance of the electronic identity card (those) to any records of persons, regardless of the locality. So far, the release of those has been a pilot project implemented in only a few cities in the country. For the identity cards of the children, a fee of 70 lei will be charged.
“Starting with August 1, 2025, citizens can request the electronic identity card (those) to any community public service of persons, regardless of the locality in which they reside. Moreover, they can choose that the lifting will be made from a service other than the one where the application was submitted,” the MIA website shows.
The measure is intended to come to the aid of several categories of people:
- Persons who live temporarily in another county;
- Those who travel frequently;
- Citizens who urgently need a new identity card and do not find places available in the home.
How to make schedules
There is also the possibility of online programming, which will give priority to urgent cases, on the website hub.mai.gov.ro/cei/programari/harta.
Priority on programming is done according to the following criteria:
- Those to whom the identity document has expired or will expire in the next 60 days;
- Young people requesting the first identity document (they turned or will turn 14 in the next 30 days).
These categories can make appointments over an extended period of 45 days (compared to 30 days before).
What are the costs and who benefits from free
The electronic identity card (those) is free at the first request for any person who has reached the age of 14 or will reach it in the next 30 days, until June 30, 2026, the costs being borne by European funds through the National Royalty and Resility Program.
However, there are two situations in which a fee of 70 lei will be charged for issuing those:

- for the second request (in case of loss, theft, deterioration, change of personal data, etc.).
“The simple identity card (CIS) is available for a fee, regardless of the situation. The price of CIS is 40 lei (VAT included),” says May.
