The ex-head of the Solontsovsky village council, Alexander Butsenets, went to the colony for abuse of authority with the disposal of municipal land. This was told in the prosecutor's office of the Krasnoyarsk Territory.
According to the supervisory authority, in 2016, the administration of the village council provided the Krasnoyarsk entrepreneur for rent a piece of land. There the man placed 2 garages with an area of 20 square meters. m. Everyone turned to the local chapter to get the territory in property.
The size of the site provided was almost 32 hectares, which was 8 thousand times higher than the volume of garages placed on it. In addition, they are not capital objects, which means the transfer of land is illegal. But the violations did not prevent the official from providing territories without an auction and at a preferential price – instead of 235 million rubles, the new owner paid only 2 million.
“In the same year, the administration transferred to the former deputy of the district council of deputies to Alexander Velker for rent 3 sections with a total area of more than 68 hectares for agriculture. There were no legitimate grounds for such alienation due to the plot belonging to the recreational zone, ”the prosecutor’s office added.
The tenant made fake documents on the availability of capital buildings – greenhouses, silage pits and put them on cadastral registration. Soon, ghostly objects allowed him to receive land for 554 thousand rubles with their market value of more than 269 million.
The official did not plead guilty and explained that “he was guided by the current legislation and his powers.” He did not know about the absence of registered real estate.
In connection with land frauds, the municipal budget suffered losses of 500 million rubles. After that, based on the materials of the prosecutor’s inspection, a criminal case was opened on the abuse of authority (paragraph “c” of part 3 of article 286 of the Criminal Code of the Russian Federation).
The court found the former head of the village council guilty and sentenced to 6 years in a general regime colony with deprivation of the right to occupy positions in local governments for 3 years.
The criminal case against Alexander Velker on fraud and extortion is in the production of the Central District Court of Krasnoyarsk. The land was returned to municipal property.
