Norilsk deputies made decisions on 27 issues. The key is the adoption of the city budget for 2026 and the planning period of 2027-2028. The main financial document of the territory was adopted in three readings at once.

As reported, earlier the draft budget in the context of 21 municipal programs was discussed by parliamentarians at meetings of specialized commissions and agreed upon as a whole at a meeting of the commission on budget and property. In accordance with the procedure, the draft financial document received a positive opinion from the Control and Accounts Chamber of Norilsk and was approved at public hearings.

Due to the deterioration of the economic situation in general and a significant decrease in own revenues, budget expenditures had to be reduced in order to prevent the deficit from growing, taking into account the size of the municipal debt. Let us remind you that at the end of this year, according to preliminary estimates, it will amount to 4.85 billion rubles. At the same time, measures have been taken to preserve social obligations to the maximum possible extent and implement the activities of the Comprehensive Plan for the Social and Economic Development of Norilsk until 2035.

It is also envisaged that the wages of municipal public sector employees will increase from January 1, 2026 – by 12,103 rubles (subject to the full amount of the percentage bonus for work experience in the Far North and equivalent areas). Funds for the increase are planned in the regional budget, which was recently announced by the Governor of the Krasnoyarsk Territory, Mikhail Kotyukov, during a direct line.

It should be noted that the budget of Norilsk itself remains program-targeted: almost 93% of expenses for 2026 fall on the implementation of 21 municipal programs.

“I would like to thank the deputy corps for our difficult joint work on the three-year city budget. The economic situation is really difficult; a decrease in income is observed not only in Norilsk, but also in the Krasnoyarsk Territory and in our country as a whole. We have tried to take into account all the costs associated, first of all, with the social sphere – it is important to maintain the support for Norilsk residents that we provide annually. Unfortunately, we have reduced costs for a number of activities, but we will definitely complete those objects and projects that we are already working on. And we will continue to participate in regional and federal programs to attract additional funding to Norilsk,” noted the Head of Norilsk Dmitry Karasev in his speech.

Basic budget parameters:

• 2026: revenues – 30 billion 197.1 million rubles; expenses – 31 billion 955 million rubles; deficit – 1 billion 757.9 million rubles;
• 2027: revenues – 30 billion 928.6 million rubles; expenses – 32 billion 733.5 million rubles; deficit – 1 billion 804.8 million rubles;
• 2028: revenues – 30 billion 136.5 million rubles; expenses – 32 billion 16.2 million rubles; the deficit is 1 billion 879.7 million rubles.

“Of course, the adopted budget cannot be called optimistic, but in the current economic situation we are working with the parameters that exist. During the formation of the main financial document, a so-called “waiting list” was created, which included expenses for priority measures in the event of the release of budget funds or an increase in income. The situation is difficult, but controllable,” commented the speaker of the Norilsk parliament, Alexander Pestryakov, on the approval of the Norilsk budget for 2026-2028.

In addition, during today's session, deputies traditionally adjusted the existing regulatory documents: land use and development rules; city ​​master plan; provisions on commercial and official rental of municipal housing; program for the comprehensive development of municipal infrastructure systems; regulations on remuneration of municipal budget employees; decision on additional measures of social support for certain categories of Norilsk residents and other decisions.
