The act on assistance, however, will be? The Prime Minister talks about a misunderstanding

We continue working on the bill on personal assistance; The government project will be submitted to the Sejm – Prime Minister Donald Tusk declared on Tuesday. A misunderstanding was probably created, so I fight in my chest, disarming this bomb – added the head of government.

On Saturday, the prime minister at a meeting with the inhabitants of Pabianice was asked, among others for work on a project introducing statutory personal assistance for people with disabilities. The project of the Ministry of Family appears on the pages of the Government Legislation Center since December 2024. The head of government in response assured that the issue of disability and help from the state was always something he cared about. He pointed out that work on personal assistance is ongoing, but – as he added – “I also want to tell the word of truth about what is possible right now”. Tusk pointed out that the challenge is now to increase reinforcement expenses and the level of budget deficit.

The prime minister's words raised doubts in the media space as to the future of the government project.

Donald Tusk raised this topic before the Tuesday meeting of the Council of Ministers, saying that He wants to “disarm one bomb”.

In Pabianice, when I talked about how a gigantic financial effort we bear in this connection with the ceiling of reinforcement expenses, I also answered the question about assistance. (…) There was probably a misunderstanding, so I'm fighting my breast, disarming this bomb. Of course, we continue working on our bill when it comes to personal assistance – declared Tusk.

He assured that the government project in this matter would be submitted to the Sejm. – We remember about the case. On this occasion, I just wanted to point out that we understand all social needs, but we try to answer the questions responsibly and honestly how much money we are able to spend on – added the prime minister.

The adoption of the Act on personal assistance was included in the coalition agreement of the current authorities.

On Monday, the deputy minister, government plenipotentiary for disabled people Łukasz Krasoń in an interview with PAP assured that work on the project in the working team at the Standing Committee of the Council of Ministers is finalized.

The deputy minister emphasized that the introduction of this solution is also a benefit for the state budget. The assistant assistance contributes to the professional activation of people with disabilities, greater social commitment, as well as relieving their loved ones.

– When the project goes to the Council of Ministers, I will personally talk about it that the Prime Minister and all ministers will see that billions of zlotys donated to assistance are not just an expense. This is not a transfer from empty to a vain, but a serious investment that will quickly start returning – said the deputy minister.

On Monday, the left and Poland 2050 announced that if it is not possible to obtain an agreement under the coalition, both clubs will submit a parliamentary project on personal assistance.

The proposal prepared in the office of Deputy Minister Łukasz Krasoń assumes that a person with a disability from 13 to 65 will be able to use the services of a personal assistant; The monthly dimension of the hours of assistance and the scope of support are to be determined individually by the band appointed to this.

The Presidential bill on personal assistance of persons with disabilities is proceeded in the Sejm, which in October 2024 was sent to the Social Policy and Family Committee. According to President Andrzej Duda, the service is to be available in every poviat for people over 18 years of age. The project provides for 40 to 200 hours of personal assistance per month.
