Movement was criticized by activists defending immigrant rights.

“This tool will allow you to extend the scope of the state of the state of people who can be arrested physically to hundreds of thousands of people who can be under surveillance,” said Laura River, a lawyer at Just Futures, a non-profit organization that studied ICE tracking technology. “It aims to transform their community and houses into digital cages,” she added.
