On Friday, the Sejm adopted the amendment of the Senate to the Act on the support of social construction from the so -called Specifications of the housing standard of parking spaces per premises. At the same time, MPs rejected the remaining amendments restoring the wording of the law in the shape submitted by the government.



It is about the amendment to the Act on social forms of residential development and some other acts. The Sejm's adoption of a amendment to the Senate means deletion from the so -called Housing of provisions specifying at the national level minimum number of parking spaces in force in the case of investments implemented on the basis of the Act on facilitations in the preparation and implementation of housing investments and accompanying investments from 2018.
Until now, in accordance with the species, in the case of investments in downtown buildings, the norm of parking spaces per flat was 1, and apart from downtown buildings – 1.5. Now local governments will decide about the number of parking spaces.
The amendment of the Senate restored the wording of the law in the shape submitted by the government and deleted the changes adopted by the Sejm at the request of Poland's deputies 2050. Most necessary to reject the Senate amendments by the Sejm was 212. There were 210 deputies with rejection, the same was voted in favor of reception, and 3 abstained.
On the other hand, the Sejm rejected the other amendments to the Senate deleting the changes adopted at the request of Poland's deputies 2050. This means that the act contains a provision regarding the institutional possibility of ownership by tenants in social housing initiatives, in cities under 100,000. residents.
The amendment to Poland 2050, which shortened from 25 to 15 years, was also maintained by the period after which residential premises in SIM (social housing initiatives) may be separated.
The act also remained introduced by MPs, increasing to 30 percent. The maximum level of participants' participation, which the project submitted by the government was 15 percent.
The amendment to the Act on social forms of housing development and some other acts assume, among others Increasing the maximum limits of the state budget expenditure, to the amount of which the subsidy fund can be fed for the intended for the social and municipal construction program (BSK), as well as the program of social renting (SBC).
The changes provide for the extension of the current SBC program by a year – the final date for submitting applications is to be postponed from 2024 to 2025, while increasing the SBC program budget from PLN 4.5 billion to PLN 7 billion. This amount is to correspond to the demand for return means reported by investors from the SBC program and allow for even development of housing for rent.
In addition, the maximum limit of state budget expenditure provided for in the Act is to be added to the subsidy fund in 2026 nearly PLN 6 billion, in 2027 PLN 6.86 billion, in 2028 PLN 8 billion, in 2029 PLN 9 billion, in 2030 PLN 10 billion.
Increasing the limits of budget expenditure for the implementation of the BSK program is to enable the increase in the scale of investments in the renovation of municipal vacancy, which – according to the 2021 national census – there are over 113 thousand. According to the Ministry of Development, 75,000 will be restored until 2030. premises.
The proposed increase in the BGK budget on the part of the BGK is to be accompanied by an increase in budget expenditure for a subsidy for a preferential interest rate referred to in the Act of 1995 on social forms of residential development and in the Act of 2023 on state assistance in saving for housing purposes. This is to be associated with the need to change the maximum limits of the state budget expenditure specified in the provisions governing the SBC program.
The amendment also introduces a modified queening procedure for support for support from the subsidy fund. Applications for returnable investments implemented in the program of social rent construction (SBC) are to be prioritized, as well as applications for financial support for investments co -financed from KPO, which is to ensure their implementation within the scheduled time, and thus the implementation of the so -called milestone indicated in the KPO.
From the funds of the subsidy fund, as part of the BSK program, support is also to be granted for investments related to the construction and renovation of student houses.
The act will now go to the president's signature.

According to Mirosław Suchonia, on Friday in the Sejm, it turned out that “the golden development lobby can carry out regulations that are against people.”
On the other hand, MP Barbara Oliwiecka expressed his satisfaction that the Sejm rejected the amendment, which deleted a provision providing for the institutional possibility of ownership by tenants in social housing initiatives, in cities under 100,000. residents.
As she noted, the inhabitants of smaller cities have different needs than the inhabitants of larger cities. – In large cities you need mainly cheap rental, while young people in small towns will not stop cheap rental, but the apartment they can make a house because they will be able to buy it, is already an encouragement – emphasized Oliwiecka.
According to her, it is very good that for municipalities up to 100,000 inhabitants you will be able to buy a flat at market prices, after paying off all loans very transparently. According to the MP, the rejection of the Senate amendment in the scope of “the possibility of ownership in social construction is a very good solution.”
