The Minister of Health, Alexandru Rogobete, presented with Prime Minister Ilie Bolojan the measures prepared by the government for the health system, on Monday, in a press conference, and announced among others the “principle” of reorganization of the system “is to orient the patients in the area of continuous hospitalization in the area of specialty, respectively in the area”.

“The principle after which we try the reorganization and re-health system is to guide the patients in the continuous hospitalization area in the specialized outpatient area, respectively in the day hospitalization area. This costs us a lot and here it is, if you want, a pitch in which a lot of money is lost in the public health system, or reorienting patients in the outpatient or in the day hospitalization area, on one side and the patient, who is diagnosed and treated much faster, ”said Alexandru Rogobete.

He said that “a concrete measure refers to the recalculation of the weighted tariffs related to the sanitary units with beds, for which the payment is made by a resolved case, as well as of the rates per day of hospitalization, per section, compartment, for the sections of chronic diseases, as well as for the sections and compartments, determined by the salary increases of medical and non -medical personnel ”.

“In other words, there are sanitary units that have a history of an employment that does not exceed, unfortunately, 20% – 30%. There are sections within the sanitary units that have a low occupancy rate and I am not afraid that there are hospitals where we have more department heads than patients, this means a financial inefficiency”

The official said that the Government does not want a possible closure of the hospitals in question or personnel restructuring.

“We do not want to close these sanitary units in any form. There is no question of restructuring medical staff, we will not give anyone out, but we must all find a variant to stimulate the diagnosis and treatment of patients in as many health units,” said Minister Rogobete.

All doctors will have to “provide hours in the specialized ambulatory”

The Minister of Health said that from the first week of the mandate he stated “that the program in the specialized ambulatory in public hospitals must be raised until 8 in the evening.”

“We come up with a very simple measure, the flexibility of the access of doctors from the hospital sections to the activity in the integrated ambulatory at the level of public hospitals, by adopting an organizational model in which all the doctors in the hospital sections, regardless of the teaching degree, depending on the daily availability and the dynamics of the clinical activity, can be able to perform a program, to be able to perform an ambulatory, hours, “added Alexandru Rogobete.

He said that all the doctors in a public hospital will be obliged to provide hours in the specialized ambulatory.

“We will leave at the discretion of the managers of the hospitals and the heads of the section to organize their activity in the specialized ambulatory, with the mention that all the medical staff employed in a public hospital, regardless of the teaching degree, will be obliged, by rotation, to provide hours in the specialized ambulatory,” concluded the Minister of Health.
