How Romania got on the international map of digitization in construction: the first triple BSI Kitemark certification for BIM in Eastern Europe

A Romanian group obtains the validation of the British Standards Institution at a time when the state is preparing the obligation of BIM in public projects until 2028

In an industry where digitization is no longer an option, but a necessity, a Romanian architecture, engineering and construction group recently marked a regional first. Leviatan Group has achieved triple BSI Kitemark™ certification for Building Information Modeling (BIM) – the first of its kind for an organization in Eastern Europe, according to publicly available information.

The context in which Leviatan Group obtained the certification makes this success even more relevant: Romania aligns itself with European digitalization requirements, and the BIM methodology will become mandatory in public projects starting in 2028.

BIM, the game-changing methodology in construction

Building Information Modeling (BIM) is a process by which a building is first created digitally in a 3D model that brings together all the information related to the project – from materials and installations, to costs and timelines. Basically, before work starts on the site, all the teams involved work on the same digital model and can see how everything is connected: the structure, the electrical installations, the pipes, the finishes. Errors that would otherwise be discovered on site, costing millions, are detected and corrected on screen during the design phase.

For customers, this translates into up to 30% reduction in lead time, elimination of costly errors and significantly better control over budget and timelines.

What is the BSI Kitemark™ and why it matters

The certification comes from the British Standards Institution (BSI), the world's first standardization organization, founded in 1901 and active in over 195 countries. For 125 years, the BSI Kitemark™ has been recognized as a symbol of exceptional quality, safety and trust.

“The BSI Kitemark certification for BIM obtained by our group of companies is not a recognition of the way we manage information throughout the entire life cycle of projects – from design to execution, delivery and commissioning,” explains Maria Văsi, Operations and Transformation Director at Leviatan Group.

In the construction industry, BSI Kitemark™ certification has a meaning comparable to that of the Michelin star for restaurants: an independent, globally recognized validation that processes are of the highest standard.

“I would like to thank Leviatan Design and Ubitech Construction for the active involvement of their teams in the audit process, during which they demonstrated a commitment to continuous improvement of their approach to building information modeling,” noted Gary Pattison, Certification Team Manager, BSI Group.

Leviatan Design and Ubitech Construction, two of the group's companies, went through an audit process of approximately 6 months, at the end of which they obtained the BSI Kitemark™ triple certification for design, execution and information security management. Thus, the Romanian group aligned itself with the quality standards followed by companies such as Skanska (Sweden), Balfour Beatty (Great Britain) or BAM (Netherlands) – reference names in the global construction industry.

Technology-centric approach, large-scale projects delivered ahead of schedule

The use of the BIM methodology allowed the group's specialists to realize complex projects at a high level of quality, ahead of schedule. The most eloquent example: the expansion of the 71st Turzii Air Base – a NATO infrastructure compatible with F-16 and F-35 aircraft and one of the largest public projects in Romania – was completed 25% ahead of schedule. BIM was the deciding factor.

The group's portfolio also includes other large-scale projects: the development of the infrastructure of the Southeast Multinational Corps Command in Sibiu, a strategic pillar on NATO's Eastern Flank; phase I of the Cluj Regional Emergency Hospital, the largest health investment in Transylvania; or the consolidation of buildings with seismic risk in Bucharest, where the group's specialists scanned 33 buildings with an area of ​​97,000 square meters in just 47 days. Over the years, they have completed no less than 550 projects.
