Developers limit the construction of apartments. This can affect prices

In June 2025, construction of 15,000 began. 871 apartments, which means a decrease by as much as 25 percent year on year. The whole first half of the year was not the best in this respect: after six months of 2025, the construction of 110 thousand began. 740 apartments, or 9.5 percent less than in the same period last year. Developers began to build 68.3 thousand. apartments (by 15.2 percent less than a year earlier), and individual investors 40.5 thousand (by 1.5 percent more). These two forms of construction accounted for 98.3 percent. total number of apartments.
It is estimated that at the end of June 2025, 853.2 thousand remained under construction. premises, i.e. by 3.1 percent more than at the end of the same month of 2024.
Once again, less housing permits
Data on new building permits are also not optimistic. Also in this regard in June there were decreases, which means that in the following months statistics in the field of started buildings probably will not show a lot of revival. In June 2025, 18 thousand were issued. 844 permits, which means a decrease in year on year reaching over 23 percent. Also in a monthly basis, the number of permits has decreased (by 9 %). Investors building for sale or rental obtained 11,000 last month. 25 permits (decrease by 34 % year -on -year 13 % percent per month).
After six months of 2025, building permits were issued 121.4 thousand. apartments, i.e. by 15.8 percent less than a year ago. In this, 75.8 thousand were spent for developers. permits (decrease by almost 26 percent), and for individual investors – 41.2 thousand (increase by 5.8 percent).

Limiting the supply of apartments can have a significant impact on prices. By assuming other unchanging factors, lower supply (resulting from a decrease in the number of building permits and investments started) should theoretically result in price increases. Market data is interesting because the already started and expected further interest rates will support creditworthiness, and this can mean an increase in demand. With limited supply, this would mean an increase in premises prices. On the other hand, Poland's demographic challenges (decrease in the population) may affect against price increases, especially with limited immigration (although the indicator of the area per capita is still much lower than the EU average).
Number of apartments put into use
A slowdown, though not so severe, can also be seen in the number of apartments put into use. This is the result of lower activity of developers in the previous two years. In June 2025, 15,000 were handed over 535 premises, by 5 percent less than a year ago, but by 6 percent more than in the previous month. The number of apartments allocated for the sale or rent of commissioned for use was 10,000. 154 pieces, which means a 3.8 percent decrease year to year, and in a monthly increase of 11 percent

The usable area of newly built apartments amounted to 8.3 million sq m, i.e. by 3.9 percent. less than a year ago. The average size for one apartment reached 90 sq m – Gus said.
