The government meets, today from 3 pm, to discuss the draft law with the fiscal measures to reduce the budget deficit.

The draft law on some fiscal-budgetary measures appears in the analysis on the agenda of the executive meeting.

Also, on the agenda of the meeting at the Victoria Palace are also inscribed:

  • The draft Government Decision regarding the approval of the Additional Act no. 5/2025 at the concession license no. 861/1999 of the activity of exploiting the amphibeli in the perimeter of Valea Străbă, Sibiu county
  • The draft Government Decision regarding the approval of the Additional Act no. 2/2025 at the concession license no. 1124/2000 of the activity of exploiting the silicon sand in the perimeter of Gura Vitioarei, Prahova County
  • The draft Government Decision regarding the approval of the Additional Act no. 7/2025 at the concession license no. 505/1999 of the activity of exploiting the porphyr (Porfir quarter) in the perimeter of Iglicioara Hill – Turcoaia, Tulcea county
  • The draft Government Decision for the approval of the technical-economic indicators related to the investment objective “Extension of the Metro Motro network 4 of the subway, the section of Gara de Nord – Progress Station ”

Also on Friday, at 12.00, Prime Minister Ilie Bolojan will coordinate the meeting of the Tripartite National Council for Social Dialogue, after discussing with representatives of the five representative trade union confederations to discuss the measures proposed by the Government in the current economic and social context.

Bolojan announced on Wednesday the main austerity measures that will be applied from August 1, specifying that a common effort is needed so that Romania does not enter into payment.

– VAT will be reset to two odds. Today we have 3 odds: 5%, 9%and 19%. We relocate VAT to 11% and 21%. At the low quota there are medicines, food, water and sewerage, books, water for irrigation, firewood and thermal energy. And the Horeca industry remains at this level. If the receipts will not grow, then this industry certainly has high chances of entering the high share at the end of the year.

– The excise duties increase by 10%, for alcoholic beverages, fuels and tobacco.

– In health, we increase the number of contributors from 6 million to 8 million taxpayers. CASS is inserted at large pensions of over 3,000 lei. Exceptions are eliminated. For a pension of 4,000 lei, 10% will be paid on the difference between 4,000 lei and 3,000 lei, ie 10% of 1,000 lei, ie 100 lei. These measures enter into force from August 1, 2025.

– additional taxation of capital: on January 1, 2026 the tax on dividends is increased from 10% to 16%.

– Increasing the number of health contributors, we have 6 million contributors /and 16 million beneficiaries

It means two directions: applying CASS to pensions of over 3,000 lei and eliminating exceptions, A.î. to increase the taxpayers' wedding to 8 million e. To make a simple calculation means that the pensioners will pay 10% to the difference between the pension collected and the 3,000 lei.

These measures will come into effect on August 1”, The prime minister pointed out.
