The permanent reunited offices of the Chamber of Deputies and the Senate establish on Friday evening, from 9.40 pm, the calendar of assuming the liability of Guern in Parliament on the package of fiscal measures, according to news.ro. According to HotNews sources, this assumption of liability will take place in a meeting on Monday afternoon.
The permanent gathered offices of the Chamber of Deputies and the Senate are to decide the calendar for the procedure regarding the employment of the Government on the first package of measures announced by Prime Minister Ilie Bolojan.
Prime Minister Ilie Bolojan said on Friday at the beginning of the government meeting in which the first package of deficit reduction was debated, that he aimed to submit the project to the Parliament, and at the latest on Tuesday, the date of the Ecofin meeting, to enter the last part of the parliamentary procedure for assuming the responsibility, after taking over the amendments.
The package of fiscal measures, which contains the increase of VAT from 19 to 21%, will be approved by assuming the Government's responsibility in Parliament in a meeting that will take place on Monday afternoon, according to HotNews sources. On Saturday and Sunday, parliamentarians can submit amendments to the project, and the Government will meet in a meeting on Monday to decide whether to take amendments and approve the final form.
The procedure for adopting measures
Assuming the responsibility of the Government is a procedure provided by the Constitution through which the Government can adopt a faster draft law, without being debated or voted in Parliament. Within 3 days of assuming liability, the opposition can submit censorship motion.
If the censorship motion is adopted, the government is dismissed and the project or the program is considered rejected.
If the motion is rejected, the draft law is considered to be adopted. However, the law can be challenged at the RCC, before promulgation. The president also has the right to request the re -examination of the law.
“If the President of Romania requests the re -examination of the law adopted according to paragraph 3, its debate will be done in the common meeting of the two chambers,” the Constitution states.
After all these steps are consumed, the law is promulgated and enters into force.
