Deputies of the Legislative Assembly of the Krasnoyarsk Territory adopted a report on budget execution for 2024

At the session of the Legislative Assembly, Deputy Chairman of the Government of the Krasnoyarsk Territory – Minister of Finance Vladimir Bakhar submitted an annual report on the execution of the regional budget.
The revenues of the regional budget amounted to 429.1 billion rubles, which is higher than the specified plan for 20 billion rubles. The greatest increase was provided by personal income tax, a tax on mining, the placement of funds on bank deposits. The costs are funded by 432.2 billion rubles, including 396.5 billion rubles from the own expense of the region. The budget is executed with a technical deficit of 3.1 billion rubles.
The priorities of the budget policy remained the implementation of national projects, the implementation of social obligations, the development of infrastructure and the support of territories. In 2024, a six -year cycle of national projects was completed. During this period, more than 176 billion rubles were allocated for their sale, including 27 billion rubles last year.
77 billion rubles were allocated for the fulfillment of social obligations. In the year of the family, special attention was paid to measures to support parents with children and large families, as well as families of participants in a special military operation. Last year, about 15 billion rubles were sent from the regional budget for payments to families with children.
Capital costs in 2024 exceeded 75 billion rubles. Within the framework of the development budget, the construction and design of about 160 objects was carried out, including the field of education, healthcare, culture, sports, housing and communal services and others. The largest facility is the construction of a metrotramva in Krasnoyarsk.
Given the regional support, the strengthening of the financial independence of municipalities is noted. According to the results of 2024, the total parameters of local budgets have developed within 240 billion rubles. The volume of inter -budget transfers exceeded 146 billion rubles, increasing by 12 billion rubles compared to 2023.
The volume of public debt at the beginning of 2025 amounted to 15 % of its own income. An additional margin of strength forms a decrease in commercial debt, in the reporting year it decreased by 12.5 billion rubles. The plans include the full repayment of commercial loans before the end of the current year.
“Last year, we ensured a solution to many problems related to the fulfillment of social obligations and the development of our region. At the same time, they retained the balance and stability of budgets. Today we are faced with new tasks indicated by the president and governor of our region. The main thing is social and infrastructure issues, the achievement of results that correspond to new national goals, ”said Vladimir Bakhar.
Concluding his speech, the Deputy Prime Minister thanked the deputies and experts for the effective interaction in the process of executing the budget last year.
