From June 30, 2025, changes in driving test exams come into force. The most important of them concern the method of assessment and introduce the obligation to immediately stop the exam in the event of a candidate creating a threat.

Dr Mariusz Sokołowski, a former spokesman for the Police Headquarters, a safety expert told PAP that the changes are desirable if they contribute to improving road behavior, especially young drivers.

“Very often, many young drivers, taking the exam, learning for a driving test, go well and follow the rules. However, a very big problem appears when he is after the exam and suddenly there is no person supervising his driving, there is no examiner. Then the young drivers give in to a certain rush that accompanies many drivers on our roads” – he noted.

The expert assessed that “the changes themselves, when it comes to examination, should be looked positively.” “By definition, we want to have a new road user who is trained at the right level, so that he knows what dangerous behaviors are, what behaviors are and that he knows exactly which behavior is unacceptable” – he emphasized.

In Sokołowski's opinion, the current driver training system has prepared them to pass the exam, but not necessarily for properly moving on the road.

“The student does everything to pass the exam, and then his driving method most often deviates from how he behaved while on the course,” he noted. This results in the fact that young drivers are still one of the more accidental groups in Poland.

He noticed that education must follow the effects of breaking these provisions and consistency in the scope of their enforcement by services. He added that obtaining a driving license, from a road safety perspective, is only one of its elements.

In the media space, one of the provisions of the new examination regulations caused controversy. It is about recognizing failure to comply with the “Double continuous” line as an absolute reason for interrupting the exam.

“During such an exam, when we are dealing with a car that cannot move, because there is an obvious obstacle on the road, deviations should be permissible. The one who is an examiner, driving in accordance with the regulations, must also think how he would react in such a situation, what he would do” – noted Sokołowski.

Also, the Ministry of Infrastructure, referring to the allegations in the media space stating that the new provisions of the driving test by the new provisions, emphasized that the amendment to the regulation is aimed at clarifying the current provisions.

“The new regulations are to be used primarily to increase the level of security and standardization, which will close the path to discretion and extensive interpretation,” the ministry emphasized.

As the ministry pointed out, contrary to media reports, every invading by the applicant to a double continuous line, e.g. when bypassing an incorrectly parked vehicle, will not mean not to do the exam.

“Failure to comply with the double continuous line can be a direct threat to the life and health of road users. However, the situation of hovering into a double continuous line should be distinguished, when there is a serious risk that the examined person will enter the opposite direction (risk of frontal collision) from hovering to the line in the event of bypassing an incorrectly parked vehicle” – we read.

The amendment to the regulation on the examination of applicants for the right to drive vehicles, training, examination and obtaining powers by examiners and templates of documents used in these matters assume the connection of the catalog of 18 types of dangerous behaviors with obtaining a negative result of the exam, due to their significant impact on road safety. The reason for the negative result of the exam will be, among others Causing a collision or accident, and not giving priority – a crossing at the intersection, pedestrian entering or located at the crossing.

In addition, two points have been added, which means that the exam ends with a negative result at the maneuvering square. The first applies to the AM, A1, A2 or A driving license exam in a situation where the approaching exam does not control the vehicle causing the collapse of a motorcycle or moped. The second added point that causes the exam is the behavior of the candidate in a way “that can result in damage to the examination vehicle, causing a collision or a road accident”.

Another change refers to conducting the AM, A1, A2 or A driving license examination. The amendment tolerates the banner of driving a vehicle by the examiner, which he follows the examiner. Until now, the regulations assumed that “the examiner assesses the performance of examination tasks from another exam vehicle, which he is not a driver, following the examiner.”
