The employees in the Government's apparatus defend the increase for harmful working conditions: “It is not only justified, but also indispensable”

The union of the employees in the Government's work apparatus (Saalg) has sent a press release by which “rejects any arbitrary ceiling attempt for harmful conditions” and requests “maintaining a compensation system based on objective criteria, technical expertise and respect for the professional dignity of the staff exposed to risks”.

Saalg said that the increase for working conditions has a “amount of up to 15% of the basic salary, but not more than 1,500 lei monthly corresponding to the time worked”.

According to the union, the legislation establishes that “the increase for working conditions can be granted for dangerous or harmful conditions, based on a technical expertise that finds the presence of risk factors”.

“In the case of institutions in the Government's work apparatus (…), the expert bulletins issued by authorized institutions attest to the exposure of personnel to factors such as electromagnetic fields, toxic substances, etc.”, the SAALG statement said.

The union argues that “granting the increase for working conditions is in accordance with Directive 89/391/EEC on the introduction of measures to promote the improvement and health of workers at work”, as well as more EU states “offers similar compensations”. Saalg offered as examples the cases of France, Italy and Germany.

“The granting of this increase is not only a legal obligation, but also a gesture of equity towards the employees who carry out their activity under conditions that can affect their long -term health. In conclusion, the granting of this increase is based on both objective expertise and on national and European legislation, being a necessary and justified measure in relation to the reality”.

The organization believes that “granting the increase for dangerous or harmful conditions does not represent a privilege, but a legal, necessary and aligned measure for both national law and European standards in the field of health and safety”.

“Respect for these provisions reflects the commitment of the state institutions against the protection and respect of the professional dignity of the employees, especially where the risks are proven and constant,” the statement said.

Saalg claims that this increase is “indispensable”

According to Saalg, the increase “is not only justified, but also indispensable in the context of maintaining a fair institutional climate, predictable and according to European norms, in the spirit of administrative convergence and the real protection of the human resource in the public sector”.

“In the institutions in the Government's work apparatus, where the existence of professional risks is certified by technical expertise issued by authorized bodies, this increase has the role of compensating for the real and continuous exposure to harmful factors that cannot be completely eliminated. These employees, ”continued Saalg.

The union claims that such a measure would contravene the principles of Directive 89/391/EEC.

“The employees' union in the Government's work apparatus rejects any attempt to arbitrate the increase for harmful conditions, requesting that of maintaining a compensation system based on objective criteria, technical expertise and respect for the professional dignity of the staff,” concluded Saalg.
