In Norilsk, young parliamentarians with a deputy of the regional Legislative Assembly discussed the attractiveness of the northern city for young people


The day before, a meeting of the members of the Youth Parliament of Norilsk with a deputy of the Legislative Assembly of the Krasnoyarsk Territory Irina Subocheva took place.

The open dialogue, which was held in the “question-answer” format, affected one of the most acute for the city of how to hold young people in Norilsk and make city spaces truly attractive for a new generation.

The tone of discussion was set by the young parliamentarian Daniel Demenite. He outlined two key reasons for the outflow of youth: a limited choice of specialties in a local university and a lack of modern leisure formats and spaces, where young people can communicate freely and feel truly their own and the right territory: “How can the youth parliament help so that this direction develops and thereby reduces the outflow of young people, at least partially?” He asked.

Answering this difficult question, Irina Subocheva divided the problem into two parts. Speaking of education, she called for strategic thinking:

“You need to understand that in every city the entire spectrum of higher education cannot be represented. There is an excellent trajectory: get a unique specialty in another city and return to a demanded specialist where you are needed – to Norilsk. I myself once went along this way, ”the deputy shared.

However, the main focus of discussion has shifted to the organization of leisure. According to Irina Subocheva, the key to solving the problem is in the hands of the youth itself. She threw a peculiar challenge to the parliamentarians: to stop waiting for ready -made decisions and begin to act by themselves: “It is from you that the most advanced proposals should come from you. And even better-take and organize something yourself. This is not a reason to stop if something does not work out the first time, this is an occasion to develop and achieve, ”she emphasized.

The dialogue also revealed another systemic problem: why is the popular shopping center in Norilsk is always full of youth, and the spaces specially created for it are empty? The young parliamentarian Daria Donia noted that, for example, in Talnna youth center is a small room that is more like circles than in open space for everyone. The chairman of the youth parliament Denis Kaminsky developed this idea, adding specifics:

“Our youth center in the Central District is a former school with an cabinet system and deaf doors. We analyzed the experience of other cities, for example, St. Petersburg, where in youth centers all glass doors. You come in and immediately see life. This creates a feeling of openness and comfort. ” It is this experience, he said, that formed the design of the new center “Tower”, which was created already in a close dialogue with youth.

Another problem, according to the participants in the meeting, is the quality of informing: “Today, young people are extremely far from stands with posters. You need to be in the stream, in social networks and instant messengers, and not on the board of ads, which everyone passes by, not paying attention, ”one of the young people noted. The participants agreed that the creation of a single and popular Telegram channel about the youth events of the city could become an effective solution.

The culmination of the meeting was a conversation about the most complex and elusive category – youth from 18 to 35 years old.

“While a person is a schoolboy, he is busy. But as soon as he becomes a student or a young specialist, we lose him. Let's think together how to create a point of attraction for them, ”Irina Subocheva suggested. The finished answer to this question did not sound. Instead of another promise, a new format of work was proposed – a joint search for solutions.

As a result, the meeting ended not just the exchange of views, but the formation of a general vector of further actions. It became obvious that the era of partnership was coming when they expect not requests from young people, but of worked out ideas and initiatives. The summary of the dialogue was the informal “homework” for the youth parliament: to turn your questions into specific projects that you have to work on, hand in hand with experienced deputies. Irina Subocheva, in turn, assured that she was ready to support the promotion of these ideas, and the next meeting may take place already at the site of the youth center for the subject discussion of the future of this object.
