By this time, in the Jewish Autonomous Region there were 58 collective farm chairmen, 69 farm managers, and 61 field brigade leaders. Many collective farm leaders had incomplete secondary and secondary education.

At the plenum, in the closing speech of Comrade. Ustinov pointed out practical measures that need to be implemented in order to decisively improve the selection, placement and education of leading collective farm personnel:
“It is necessary, in particular, to increase the responsibility of the bureau of the regional committee, district committees, Soviet and agricultural bodies for the selection and approval of leading collective farm personnel, to introduce leading collective farm personnel into the nomenclature of party committees, to strengthen the composition of collective farm chairmen at the expense of agricultural specialists, to consolidate personnel without allowing their turnover, to more often practice the reports of collective farm leaders to the bureau of the regional committee and district party committees and at meetings of primary party organizations, to boldly promote to the leadership of women and youth, organize systematic training of personnel, regularly convene them for regional and district seminars, generalize and disseminate the experience of advanced collective farms, and more widely involve agricultural specialists in the training of leading collective farm personnel.”
The plenum obliged the district party committees to continue to pay special attention to personnel issues.

The Bureau of the Regional Committee of the CPSU and the Executive Committee of the Regional Council of People's Deputies considered the issue of measures for the further development of the housing and communal services of the Jewish Autonomous Region for 1982 – 1985 in the light of the decisions of the 26th Congress of the CPSU.
