While in the working groups for the formation of the new government there are still discussions about the austerity measures that could be adopted in the next period, teachers mark, on Wednesday, June 18, 2025, the resumption of protests.

Teachers' dissatisfaction
Their dissatisfaction are related to the discussions that occurred in the public space about potential measures that would directly affect them: the increase of the teaching norm by one third, the modification of the granting of the holiday vouchers by reducing the salary ceiling from which the employees in the budget system can benefit from these vouchers, eliminating the allowance for the doctor's title, obliging the doctor. Pet the eight hours in school, reduce the number of staff in the research-development institutes, etc.
During the meeting on Tuesday, the union leaders received assurances that the problem of the redundancies is not raised, but there could be no certain data about the measures to be adopted, the reason being that there are many proposals in this regard and there is still no decision.

At the meeting that took place on Tuesday, June 17, 2025, starting at 5:00 pm, at the headquarters of the Ministry of Education and Research, representatives of the three representative union federations participated – the Federation of Free Trade Unions, Federation of Education Trade Unions “Spiru Haret” Being the minister Daniel Ovidiu David, the state secretaries, and Dragoș Anastasiu, counselor of the President of Romania, participated in the discussions.

What issues were addressed, what answers did the unions receive
The unions mention in an information transmitted to the members of the branches of the territory 11 issues taken to the meeting with the minister, as well as the answers received to them:
„1. Non -modification of the current teaching teaching norm: I claimed that the current teaching norm must remain unchanged, its increase being unacceptable, given the consequences of such a measure, respectively the risk that many teachers will enter into activity restriction.
Minister answer: No measures will be taken to lead to personnel layoffs.
2. Keeping the degree in the pre -university education system: This is a won right that cannot be negotiated, being one of the few aspects that make the teaching career for young graduates of higher education.
Reply Minister: The degree in the education system will not be affected, but certain aspects can be discussed that will lead to solving some deficiencies, in the interest of the teacher (holders and substitutes).
3 The proposal is unrealistic, not being put into practice for obvious objective reasons.
Reply Minister: Is an erroneous interpretation of a statement; There is no question for teachers to stay 8 hours in school, but teachers should be aware that behind the teaching hours are the other hours-up to 40 hours/week-in which they must carry out activities related to the instructional-educational process.
4. Postponing the approval of the new Framework Plans for High School, In order for the current form, subject to the public debate, to be thoroughly analyzed, prior to the validation by the specialized commission of the MEC and the approval in the Social Dialogue Commission.

5. The execution of the judgments regarding the payment of rights Salaries due to the education personnel, in the context in which the payments were made for the beneficiaries of the provisions of GEO no. 48/2022: I requested that this be done immediately after the installation of the new government, to remove, as soon as possible, the discrimination to which a part of the teaching staff was subjected.

7. Finding in money, in 2025, of restless leave For the teaching staff employed to pay by time (and not only), as an effect of the provisions of GEO no. 156/2024: I asked the MEC management and the presidential counselor to, in the next period, eliminate this violation of a legal right.
Reply Minister: Steps will be taken, but it is a measure adopted for the entire budget sector, which can only be modified by an emergency ordinance/ordinance, adopted by the new Executive.

We asked for the postponement, in order to have the necessary physical time and our colleagues to see what is the final form of these framework plans ”, declared the Secretary General of the Federation of Education Trade Unions “Spiru Haret”, Prof. Ionel Barbu. “I hope there will be no special problems that will lead in the fall to any protest movements.”added Barbu.
The teachers have a deadline until the end of this week to analyze the framework plans placed in transparency and to signal to the union any problems, so that at the beginning of the next week the unions can formulate proposals for modification, if they are required.
