Deputies of the Legislative Assembly of the Krasnoyarsk Territory plan to develop a subprogram of repairs of municipal housing. The problem of the capital and current repair of municipal residential premises has become the theme of the joint meeting of the section of the Coordinating Council and the Construction Committee, Housing and Public Utilities and COM issues and emergencies of the regional parliament.
Before the meeting, the deputies Elena Penzina, Vladimir Chernyshenko and Valery Wengo Green Grove, where there are three apartments. In one of them, the repair is already completed, the second is in the process, and the third is still waiting for the arrival of employees. She has been empty for a long time and requires large investments.
Alexander Karpenko, deputy head of the department of city economy and transport of the Krasnoyarsk administration, said that now there are about 300 empty apartments in the city, but there is only 59 premises (30 million rubles are allocated).
The Minister of Construction and Housing and Public Utilities of the Territory Mikhail Zaskalko told the deputies that in total, in the region, 3405 apartments in need of repair, the total amount of which is estimated at more than 4.2 billion rubles. A significant part of such premises is in Norilsk.
“Now we are forming the so-called checklist to determine what program each dwelling can be used. There are several directions in the region: orphans, state employees, families in need of social housing, and other categories. If housing corresponds to the parameters, the size of the overhaul will be established. The cost of repairs is much lower than the purchase or construction of new apartments, ”the minister said.
Vladimir Chernyshenko noted that today the deputies examined a two -room apartment, the repair of which cost 744 thousand rubles.
“In the secondary market, such housing costs about 5 million. Arithmetic is simple: an apartment for those in need costs seven times cheaper, ”the deputy added.
Anatoly Samkov asked whether the transfer of housing without repair was practiced. It turned out that such an opportunity exists, but people rarely agree, since in this case they will need to make repairs on their own.
The first deputy head of Kansk, Konstantin Kovalev noted the problem of the physical and moral wear of the housing stock, which was aggravated due to the lack of new construction. The head of the Balakhtinsky district, Viktor Anikanov, described a similar situation: 90% of residential premises are wooden and require major repairs, and there are no funds for this in the local budget.
According to parliamentarians, a subprogram should earn in the Krasnoyarsk Territory, which will reduce the line of housing and significantly save budget funds, including on utility bills of empty residential premises.

This will help to save budget funds significantly and more efficiently use the available housing stock. In addition, we have identified additional problems: for example, there are hostels that are not in demand now, and they could be reconstructed for those in need. It is also important to put things in order in the management of the housing stock – now several managers, which leads to duplication of information and complicates accounting. I believe that there should be one responsible manager who will oversee the queue and own all the necessary information about the state of the housing stock. ”
