In Russia, a “technological fee” is being introduced on phones and computers


According to the agency, the Ministry of Industry and Trade of the Russian Federation has already determined its size – 250 rubles. (147 UAH) for a smartphone and 500 rubles. (295 UAH) for a laptop. The fee is expected to begin to be collected from September 2026.

Payment of the fee by manufacturers and distributors will have to be made before the equipment goes on sale, the publication’s sources note.

On November 10, 2025, Russian Vedomosti noted that the technology fee should become “a mechanism for protecting domestic industry.”
