He added that this did not change the government's obligations on supporting housing needs.


In February this year. The Ministry of Development and Technology was announced by the “Key to apartment” program consisting of three elements. One of them was to be the “first keys”. As part of this component, subsidies for loans for the purchase of houses and apartments were assumed only from the secondary market. This form of support was to be used by people who currently do not have or were the owners of an apartment or house. The program also included income criteria specified in the Act. However, the idea of payments for loans met with criticism of some coalition partners.
During the Friday press conference, Paszyk was asked if the “First Key” program could be considered closed.
“It will be difficult to consent within the coalition for the mechanism involving the payroll to loans and this must be taken into account. (…) The issue of payments for loans is not there, therefore there is nothing to insist on this matter. (…) However, this does not change absolutely obligations that we made 1.5 years ago about the support of housing needs, and thus supporting a very important sector of the economy, which is the Minister of Development. technology. He added that housing needs still exist and solutions for social and municipal construction will be supported.
The minister reminded about the existence of a project regarding the portal with transaction prices on the housing market (Portal Dom), prepared by MRIT. According to Paszyk, it is a comprehensive project. “We do not give up it when it comes to its introduction to the legal order, because it will have very wide, positive effects and importance to protect consumers, protecting buyers of the apartment,” he said.
The proposal presented in February also included an element assuming an increase in funds for municipal and social construction to PLN 2.5 billion this year and spending more money for this purpose in the following years. The amount is also to be spent on renovations and modernization of existing housing resources. The proposal also included a component “Investments first keys”, which would be implemented by housing cooperatives, TBS and SIMs. The apartments they sell are the only case in which the beneficiaries of government support could take advantage of the offer of the primary market.
