Surprise on the Unirii Highway: the offers were submitted on the most important section of Moldova, but the list is missing from the

Six offers from builders in Romania, Austria and Turkey were submitted for the design and execution contract of the section 2 Târgu Frumos-Litcani of the “Unirii” Highway, considered by experts the most important section of A8 in Moldova.
The National Road Investment Company announced that it received, on Monday, six offers from the builders for the design and execution contract of the 2 Târgu-Litcani section of the “Unirii”-A8, a section of 28.6 kilometers of highway and 13 kilometers of connecting roads. The contract is estimated at 1.1 billion lei.

“This section from Lețcani to Târgu Frumos is practically the most important in A8 in Moldova. It is the section that connects Iasi to the A7 highway, on the busiest area,” explained for HotNews.ro Ionuț Ciurea from the Pro Infrastructure Association.
Surprise: The first section of Moldova to which Lam did not submit offer
The surprise at this auction comes from the fact that the most prolific highway contrument in the country – the LUNT group – did not submit the offer. It is practically the first freeway or expressway in the Moldovan area for which Lam does not participate in the auction.
On the A8 in Moldova, LAM has already contracted 2 lots (Moțca – Tg Neamț – Leghin and Leghin Pipirig) and participates with offers in the auctions for the 2B Pipirig – Grinţieș and for the Moțca – Tg Frumosca section.
On the “Moldovei” A7 highway, RAM builds practically all the sections in Moldova. He has already surrounded and has given the Bacău Belt and the lots from Buzău to Focșani and works on all the remaining sections in Focșani to Bacău and from Bacău to Pașcani. On the A7 from Pașcani to Suceava, RAM submitted an offer and was declared a winner, but has not yet signed the contracts.
In addition, for the two express road projects in the region, the Focșani – Brăila and the Express Road Bacău – Piatra Neamț – PMA has submitted offers.
“It is a surprise, indeed. On the one hand, it can be a good thing, because we have always said that the PLA has spread a lot, on many contracts and it is difficult to bring such an effort. On the other hand, it can be a bad sign that indicates a financing problem, it is a costly contract,” said HotNews Ionuț Ciurea from Pro Infrastructure.
“However, the list of bidders is quite serious, there are no small names there, they are big builders,” says the API representative.

OMB, in conflict with CNIR on two mountain contracts in A8
It should be noted that LAM is in a conflict with CNIR just on two sections of A8.
Specifically, three days ago, RAM asked, on the one hand, to terminate a contract already signed at the end of March for 1.2 billion euros for the 2A Ditrău-Grinţieș section, and, on the other hand, the exit from the auction procedure, where the only offer has already been declared for 1 billion euros.
Among other reasons, the builder claims that he was refused the request to pay a smaller guarantee of good works than the one stipulated in the documents auctioned, according to hotnews.ro sources.
Specifically, the builder announced its intention to constitute a good execution of 0.5% of the total value of the contract, compared to 1.5%, as it appears in the documentation and on the basis of which it won the competitive procedure.
In both cases, CNIR refused the request after requesting a point of view from the specialized direction in European projects in the Ministry of Transport.
Meanwhile, RAM sent on Monday to CNIR that it also paid the difference of money for the good execution guarantee of 1.5%.

Among other reasons invoked by the walk in the request for termination, according to the request consulted by HotNews.ro, are the defective communication with the CNIR and alleged “serious, repeated and continuous violations” of the legal provisions and of the principles underlying the award and carrying out the public procurement contracts.
He walks accuses that “the current collaboration framework with CNIR does not reflect a true partnership, as devoted by the legislation in force and the legitimate expectations of both parties involved.”
In his request, the Romanian builder also accuses CNIR of “violating both the understanding of the parties and the principles regarding the proportionality and assuming the responsibility”.
The A8 section leading to Iasi: 1.1 billion euros for 29 km and 13 km of connecting roads
The section 2 Târgu Frumos-Lețcani with a length of 28.6 kilometers has an estimated cost of 5.5 billion lei, and the financing of the investment is provided from European funds, through the transport program for 2021-2027.
The duration of the entire section 2 Târgu Frumos-Lețcani (28.6) is 46 months (10 for design and 36 months for execution). In order to ensure the completion in a maximum of 14 months of the highway segment that will function as a belt of the town of Podu Iloaiei, CNIR provided for the additional score to the builder who assumes and prioritizes this segment with a length of 4 kilometers.
It is a project with a high technical complexity and challenges for builders, on the route the following (types of) structures are provided:
- 33 bridges and passages (with a total length of 7.8 kilometers/the longest 1130 meters over Bahlui River)
- 2 tunnels
- 3 nodes (node podu Iloaiei, Lețcani node, knot on the road connecting with DN 28)
- Within the contract will be executed, including:
- -Drum to connect with 2 lanes with DN 28 D in length of 5.23 km.
- -Drum to connect with 4 lanes with DN 28 in length of 7.6 km.
On the A8 motorway for the 1 Moțca-Târgu Frumos (27 km) section, six offers were submitted, and for the three sections between Lețcani and Ungheni (bridge over Prut), the offers are submitted in July, August and September.
