A lot of over 2,000,000 documents discovered in a public database shows the extension and modernization of Russia's nuclear weapons arsenal, I write Der Spiegel and the Danwatch investigative publication, taken over by The Moscow Times.

The documents, published by Danwatch and Der Spiegel, show how many nuclear installations have been demolished and then rebuilt with an improved infrastructure in the last decade, including hundreds of new barracks, control centers, guard towers and underground tunnels that connect the buildings.

Among the drained materials are construction plans, diagrams of the security system and details related to the signs written on the walls, such as “Stop! Prohibited area!”, “Military Oath” or “Rules for shoe care”.

The details reach the electricity networks, the IT systems, the alarms, the location of the sensor and the consolidated structures to withstand the external threats. There is even a list of objects for recreation of soldiers, such as gymnastics or chess or chess games.

“A material like this is the supreme information. If you understand how to make electricity or where the water comes from and you can see how different things are connected in systems, then you can identify strengths and weaknesses and discover a weak point for an attack,” said Philip Ingram, a former colonel in the British army information service.

Errors in Army endowment procedures

Tom Røseth, a lecturer in secret information studies at the Norwegian command and state college, believes that understanding the level and size of Russia's efforts to improve nuclear installations is of public interest taking into account the repeated threats of the Kremlin with the use of nuclear weapons from the beginning of Ukraine.

“It is important to have a correct understanding of the situation because there are still many who do not understand the situation now in Europe, which is a fundamental transformation in the security policy,” said Røseth.

“That is why it is important to show that Russia has modernized its nuclear arsenal. After all, they have regularly threatened with nuclear weapons during the Ukraine war. It has a public relevance that Russia is capable of this and it is all the more important as they have adjusted their nuclear doctrine and have a lower threshold for these weapons.”

Despite the tightening of the rules regarding the endowment of the Russian army and the creation of a closed circuit database, accessible only to authorized internal contractors, officials in the field of military construction have continued to join sensitive documents to public offer applications.

Danwatch and Der Spiegel discovered the sketches below for tender requests by the middle of 2024. The Minister of Defense in Russia did not respond to the comments sent by the two publications.
