Today, May 27, the next, 24th in a row, session of the city council took place. The deputies examined and made a number of important decisions aimed at improving the regulatory framework of the municipality and regulation of various fields of city life.

The session was attended by a deputy of the Legislative Assembly of the Krasnoyarsk Territory Yuri Zakharinsky. In his speech before starting the consideration of the main agenda, he presented his colleagues with detailed information about the work of the regional parliament and issues relevant for the city. The deputy touched on the details of the new law on animal handling, providing for the creation of temporary points and clear criteria for euthanasia in exceptional cases, and reforms of the MSU.

In addition, Yuri Zakharinsky reported on the situation with common minerals (OPI) – this is sand, crushed stone and other materials necessary for the construction and repair of roads in Norilsk – where urgent solutions are needed. He also announced the allocation of funds for the development of design estimates for the Norilsk eco-technology park. Separately, the regional parliamentarian spoke about his work to attract attention to the scientific and educational potential of Norilsk in the international arena, in particular, through the development of cooperation between the Uplara State University (WSSU) with India, which opens up prospects for attracting foreign students and specialists to the city.

One of the issues of the agenda was amending the charter of the city of Norilsk. Deputies approved the amendments regarding the expansion of the powers of local governments in the field of organizing additional education of adults under sports training programs. In addition, the requirements for officials of the Control Chamber were clarified in terms of compliance with anti-corruption legislation. These changes previously approved at a public hearing bring the charter in accordance with federal law.

During the session, it was also decided to appoint a public hearings on a new package of changes to the charter in June. This necessity is dictated by the entry into force of the new Federal Law “On the General Principles of the Organization of Local Self -Government in a Unified System of Public Power”, which significantly changes approaches to the organization of local self -government. In particular, the proposed changes will affect the procedure for the election of the head of the city, which will be elected in accordance with new legislation.

A report on the execution of the budget of the municipality of the city of Norilsk for 2024 was also approved. According to the submitted data, budget revenues amounted to over 30.2 billion rubles, expenses – almost 35 billion rubles, with a deficiency of about 4.6 billion rubles. During the fulfillment of the budget in 2024, all social obligations were implemented, and the financing of city programs and events of the integrated plan of socio-economic development of Norilsk was ensured.

Significant funds were aimed at supporting the population, including new measures to support the participants of their own and their families, as well as to modernize urban infrastructure: housing construction, repair of roads and housing and communal services, and improvement. The report previously received the positive conclusions of the relevant commissions, the Control and Accounts Chamber of Norilsk and was approved at a public hearing.

In addition, parliamentarians made changes to the regulations on residential premises in the dormitories of the municipal housing stock. Corrections are aimed at optimizing the procedure for providing housing and providing this municipal service in electronic form through the regional portal of public services. Now, the primary document for obtaining a place in the hostel will be a statement from a citizen to whom a petition from the employer should be applied.

During the session, it was also decided to appropriate a secondary school No. 37 named after Hero of the Soviet Union Sergei Alexandrovich Asyamov. This initiative, dedicated to the celebration of the 80th anniversary of the Great Victory and the 83rd anniversary of the death of the famous pilot, became the recognition of the many years of patriotic work of the school itself to preserve the memory of the hero. From now on, the full name of the educational institution is the municipal budgetary educational institution “Secondary School No. 37 named after Hero of the Soviet Union S. A. Asyamov”.

Commenting on the results of the 24th session, the chairman of the Norilsk City Council of Deputies Alexander Pestryakov noted:

“Today's session was devoted to issues requiring balanced decisions. The approval of the budget execution report over the past year is not just a statement of numbers, but an analysis of how the city lived and developed, what priorities were realized. It is important that, despite all the difficulties, we retained the social orientation of the budget and continued the implementation of key infrastructure projects. We are also actively working on the integration of federal innovations into the life of the city, making the necessary changes to the charter. This will allow us to more effectively build a local government system in accordance with the general principles set at the country's level. ”
