Lavrov said that the Russian Federation wants to capture the whole of Ukraine, and the “root causes of the” war “must be removed like a cancer tumor”


“The memorandum that we agreed to prepare is to convey to the Ukrainians – we already actually compose it based on the fundamental things, based on the fact that the root causes are at the heart of this conflict and how these root causes are necessary, how to remove a cancer tumor,” Lavrov said.

He also stated that the goal of Russia has not changed – the capture or control of the entire territory of Ukraine.

“If they expect that in some way an agreement will be reached on the termination of hostilities and the fact that it will remain from Ukraine to live according to the laws that they have entered, this is an illusion, this cannot be allowed in any case,” Lavrov said.

He also again spoke about the protection of Russian -speaking Ukrainians, to leave which he considers a “crime.”



After a conversation with the illegitimate Russian President Vladimir Putin, on May 19, US President Donald Trump said that Ukraine and the Russian Federation will “immediately start negotiations on the end of the war. Putin said that Kyiv and Moscow plan to prepare a memorandum about the likely future peace agreement. Its spokeswoman Dmitry Peskov said that the terms of preparation of this document “there is no and cannot be.”

On April 17, Trump's special Superior Steve Witkoff, who held negotiations with Putin, noted that he was “Bocated” in five regions of Ukraine, which Russia (illegally) entered into its constitution – the temporarily occupied Crimea, as well as Donetsk, Lugansk, Kherson and Zaporizhzhya. According to him, both Russia and Ukraine are not indifferent to these territories, but “if some of them are more Russian -speaking,” they can become less important for Ukraine.

On April 28, Lavrov announced the requirements that Russia makes for the ceasefire in Ukraine. Among them, in particular, “overcoming the consequences of a neo -Nazi regime”, including the abolition of a ban on all Russian (language, media, culture, traditions, church).
