Voting is calm. PKW boss: I hope it will be so until the very end

At the first of four planned press conferences of the National Electoral Commission regarding the lasting in Poland on Sunday from 7 to 21 elections, judge Marciniak said that in the first hours nothing happened that could extend the vote.

Attendance in the presidential election at 12 amounted to 20.28 percent

The chairman explained that the upper right corner of the voting card is cut in all cards. “It is a facilitating element for voters who use voting cards made in Braille's alphabet,” said Marciniak. He added that some voters from Tarnów suspected that such cards were forged.

Marciniak reported that two “not fully confirmed” cases of the participation of members of the election committees in the state indicating the use of alcohol were recorded.

“In one case, when the Deputy Chairman escorted a member of the Commission to the Police Station to see if he was in a state of intoxication, this member simply escaped. In the second case (…) 0.18 per mil of alcohol was demonstrated,” he said. He noted, however, that the state indicating the use of alcohol in Polish law is from 0.2 to 0.5 per mil, so the test will be repeated.

From the police, PKW received information about the cases of three crimes, 63 offenses and 56 offenses resulting from the Electoral Code, which occurred from midnight on Saturday. He reminded that it was the police, or the prosecutor's office – and not the PKW – are law enforcement agencies regarding offenses or crimes, and they should be reported there.

Marciniak also referred to the case of Deputy Minister of Justice Arkadiusz Myrcha, who was to make available on the internet during election silence a graphics encouraging to vote for the candidate he supported.

“As for people who occupy public functions (…) they should shine with an example (…). This behavior is unacceptable,” he said. He added that if the allegations are confirmed, such a person should be responsible for an offense or crime.

Marciniak announced that there are 29 815 permanent voting circuits. In addition to ordinary peripheral election committees, voting is also carried out in hospitals (932 districts), penalty plants (80), detention centers (42) and social welfare homes (703) and seven student homes.

Poles vote around the world

Abroad voting takes place in 511 circuits and on five Polish sea ships – said the head of the PKW. In this case, it is also to end at 21, but local time on the day of voting. “We have telephones from voters with questions why in a given town or in a given country there is no regional election commission. But the number of foreign voting circuits increased significantly, for the first time we have over five hundred.

In a few cases, it was necessary to dismiss members of the commissions due to the resignation, hospital stay or because of the disease, “but this does not affect the election process in any way” – he noted.

“In one case, the husband of trust wanted to participate in the work of the regional electoral commission before seven. (…) Electoral committees have nothing to hide, but it is also about mutual understanding and kindness. (…) If these trust husbands have doubts, they can report this to the voting report” – he explained.

The judge said that there are cases in the country when separate electoral commissions – e.g. in nursing homes or medicinal plants – adopted a resolution on the later commencement of voting – most often at 10 o'clock. “This possibility results from the provisions of the Electoral Code” – he added.

Another PKW conference is scheduled for 13.30, then the election turnout will be given at 12.00. Information about attendance at 17.00 is to be transferred at 18.30, and the whole day of voting – at 22.00. (PAP)
