In this way, Rubio justified during a conversation with journalists in Turkish Antalya, on the margins of the meeting of Ministers of NATO countries, why he believes that a breakthrough in talks about Ukraine can only bring a direct conversation between the presidents of Trump and Putin. He said that the level of delegation sent by the Russians to talks with Ukraine – delegation chaired by Putin's former Minister of Culture Vladimir Miedinskij – gives no reason to hope for serious negotiations.
– We are not going to, we are not chasing it all over the world anymore. It has already happened […]but we came because we were told that there could be direct conversations between the Russians and Ukrainians. That was the original plan. You've all heard the same. It will not happen, and if so, not at the level at which we hoped – said Rubio.
– I hope I'm wrong. I hope that they will reach a huge breakthrough tomorrow if they talk. But to be honest, I don't believe that we will reach a breakthrough until President Trump is face to face with President Putin and will not determine what his intentions for the future are – he added.

He said, he does not think Russia agreed on Friday to suspend their weapons and undertake serious negotiations “simply because of the structure and the way it all took place.” The head of American diplomacy said, however, that President Trump is ready to get involved in the matter of peace “as long as it would be necessary.”
“I don't think anything productive happens from now on, until they (Trump and Putin) do not get involved in direct and very honest conversations,” Rubio announced. – However, we cannot still fly around the world and participate in meetings that will not be productive – he added.
Rubio announced that on Friday he would meet with the Turkish Minister of Foreign Affairs and the Ukrainian “high -level delegation”, while someone “at the appropriate level” will meet with the Russian delegation.
