The protest of the carriers began on Monday afternoon before the border crossing in Dorohusk – the police said. The manifestors will pass one truck per hour. The Ministry of Infrastructure said that it works to change the provisions on road transport between the EU and Ukraine.

On Monday morning, the District Court in Lublin annulled the decision of the head of the head of Dorohusk to ban carriers on DK12, leading to the border crossing with Ukraine. “The protest began at around 3pm. She appealed to drivers for caution and patience, because traffic problems may occur on the access route to the border crossing in Dorohusk.

A spokeswoman for the Ministry of Infrastructure Anna Szumańska told PAP that the ministry is constantly monitored by the situation related to the protest of carriers and is in contact with the Commune Office in Dorohusk and with the organizers of the protest. She added that the ministry is open to dialogue to develop the most favorable solutions for the development of this sector of the economy.

Referring to postulate of carriers on the introduction of a separate e-e-e-e-e-e-e-mail, intended for trucks passing without a charge to all Polish-Ukrainian transitionsinformed that the ministry applied to the competent authorities for an opinion regarding the possibility of implementing such a solution. “We are also in contact with the Ukrainian side, because this postulate seems to be a very rational tool to improve the situation in which carriers are found,” said the spokesman.

The ministry reminded that the postulate regarding the introduction of a limit of permits for Ukrainian carriers to enter Poland is not a new expectation. “For a long time, I have taken measures aimed at changing the regulations determining the relations of the European Union and Ukraine in the area of ​​bilateral and transit transport, which are currently covered by an EU-UA agreement on road transport of goods”-explained the spokeswoman.

She added that the Minister of Infrastructure applied to the Transport Commissioner with information about the negative effects of this agreement for the Polish road transport industry and directed a request to analyze the outflow of the contract to the entire EU road transport market.

This week, meetings of Deputy Minister of Infrastructure Stanisław Bukowiec with MEPs in the TRAN commission are planned, which reviewed the process of extending the agreement between the European Union and Ukraine of June 2022. “The purpose of these meetings will be to provide information to parliamentarians about the position of Polish carriers” – added the spokesman.

The ministry reported that the postulate regarding the introduction of a ban on registration of transport companies with capital outside the EU in Poland will also be analyzed, but – as noted – such activities can be difficult to implement due to the applicable principles of free market economy.

Last week, the head of the Dorohusk commune Wojciech Sawa issued a decision to ban carriers in the area of ​​Okopy on national road No. 12 leading to the border crossing in Ukraine. In an interview with PAP, he emphasized that this place was included in the list of critical infrastructure facilities. In his opinion, the truck queues formed affect the safety of residents and cause losses of companies and customs agencies.

On Monday morning, the District Court in Lublin annulled the decision prohibiting the assembly, from which the organizers of the protest appealed. Judge Katarzyna Sobczyk in the justification indicated, among others, that at the organizational meeting with the participation of representatives of the commune and security services “the organizer was not informed that due to the place of the planned assembly, it could not take place at all.” It was not asked – as the court pointed out – to change the place of protest, but the rules of the planned assembly were established.

The organizer of the protest Rafał Mekler told PAP on Monday that the manifestors would pass one truck every hour, both towards Ukraine and to Poland. Buses, humanitarian aid, vehicles transporting equipment for the army, vehicles with rapidly breaking food are to be released on an ongoing basis.

“We want, above all, to regulate the competition from Ukrainian carriers in any way, who were allowed to the market in June 2022, when the EU liberalized access to it because of the war,” said Mekler.

He added that on Wednesday in Warsaw a meeting with representatives is planned, including Ministry of Infrastructure and Finance.
