News regarding electricity supply contracts. What information does customers receive

The National Energy Regulatory Authority (ANRE) has recently issued an order by which it obliges electricity providers to submit to their own customers, until June 10, more information.

The order establishes the measures to inform the final customers by the electricity providers, considering the termination, starting with July 1, 2025, of the support scheme established by the Government Emergency Ordinance.
Thus, ANRE obliges the suppliers to inform their customers about the following aspects:
– the termination, starting with July 1, 2025, of the applicability of the support scheme for electricity;
– Starting with July 1, 2025, the final price of the electricity invoiced by the supplier will be the contract price, which is, as the case may be, the price communicated to the final customer at the time of the conclusion of the supply or the one communicated on the occasion of updating the economic conditions related to the contract, and in the case of the final clients for which the supply of the electricity in the final regime is ensured in the final regime, vigor;
– the change of the electricity supplier is a simple, free process that does not involve technical changes, regardless of the electricity supplier chosen by the final customer;
– the ways of concluding a contract for the supply of electricity in a competitive regime, respectively by direct negotiation with the supplier of the price and the commercial conditions or by accepting an offer proposed by it, as the case may be, or the possibility of the final customer to resort to the selection of the supplier through specific tender/public procurement procedures;
-the way in which the client can carry out a comparative analysis of the tip of the supply of electricity existing on the market, respectively through the web application “Comparent offers-type of supply of electricity”, administered by the National Energy Regulatory Authority.
The information is communicated by the supplier annexed to the invoice or by the manner agreed by the parties by contract or subsequently communicated by the final customer, in case of its modification.
The electricity suppliers must be able to prove that they have submitted all the diligences for informing the final customers in the portfolio.
The electricity suppliers have the obligation to communicate, until June 10, 2025, to the final customers in the portfolio that are not modified the contract price from July 1, 2025 the contract price applicable from this date.
