How were the illiterate candidates assisted by the chief of the permit
And the candidates who were swinging were helped in two different ways.
The first variant was a classic one, in which the candidate, following a prior understanding, were conspirated the correct answers by Radu Obreja. Within the secondary aid variant, the candidate was equipped with a special helmet and vest, which had a disguised remote audio-video communication systems and the correct answers related to the questionnaire were communicated by another person, the activity being carried out with the agreement and under the careful coordination of two other policemen.
Both methods used the same network, the candidates being delivered to the criminal group by members who usually owned the quality of driver schools or car instructors and acting according to well -established rules.
Dominant in the fraud of the theoretical evidence, the classical method assumed that, in exchange for the spark received, Radu Obreja directly communicates to the candidates the correct answers related to the electronic questionnaire. The communication was made in an organized manner and involved the candidate of a certain place in the examination room (usually the one located in the immediate vicinity of the office held by the worker at the examination room) for Radu Obreja, from the position he occupies, to observe the screen of the workstation and to be able to communicate the correct answers.
