The bureau of the regional party committee discussed the issue of organizational mass and political work of the Oktyabrsky district committee of the CPSU to implement the decree of the July (1970) Plenum of the Central Committee of the CPSU to increase production and sale to the state of livestock products. “Sutara is one of the first settlements of our region. Now it is difficult to establish the exact date of its foundation, but it arose between 1850-1860.

In the early 40s of the XIX century, N.P. Anosov, the son of the great metallurgist, revealed the placers of gold in the Amur basin. Thus, it can be assumed that by the 50s it became known about Sutar's gold, since this time it began to prey, which reached the climax at the beginning of the last decade of the 19th century.

By the time of the establishment of Soviet power in the Far East, the main reserves of gold in the Sutar were exhausted, the surrounding village, which was in those days by the administrative center of the gold -bearing district, mines and mines, disappeared. But in the vicinity of Sutara gold was still enough to conduct its prey in the state way. And until the beginning of the 60s, the Rodina artel, equipped with modern hydraulic equipment for flushing sand, was based here.

The village has its own power plant a good club with a library, a communication department, shops, an automatic telephone station. A bus traffic has been established with the district center. The surroundings of the village have long become a favorite vacation spot of Obluchens and Khngganians.

Currently, a noble metal is mined by a small prospecting artel of the Primorzoloto trust.

The first election of deputies of the City Duma of Birobidzhan took place. The centralized state power was replaced by local self -government. The first Duma meetings took place in hot debates and disputes. Deputies represented various parties and social movements. The first Duma Semyon Natapov headed.

The first Duma was elected for 2 years as part of 10 deputies. She did a lot: the governing bodies of local self -government were elected, the charter of the city, the regulations for the work of the Duma were developed and adopted.

Based on the Decree of the Birobidzha district, the Birushkinskaya rural administration was renamed Krasnivenskaya.
