In Norilsk, deputies appreciated the possibilities of the new integrated video surveillance system / News of the Society of Krasnoyarsk and the Krasnoyarsk Territory / Newslab.ru

Deputies of the Norilsk City Council visited the Center for Processing of the Administration (Central Center) and the Unified City Dispatch Service (EDDS) to get acquainted with the implementation and functionality of the complex video surveillance system (KSVN).
The visit allowed parliamentarians to personally assess the scale of the project and its potential to increase the level of security and efficiency of managing city infrastructure objects.
Pavel Surikhin, the head of the Informatization and Communication Department, demonstrated to the deputies of the data center and OPDS operations. Participants in the visiting meeting examined the data center, where the main SSVN systems and technical support systems for the operability of the Central Union Council are deployed: a guaranteed power supply system, fire extinguishing and air conditioning. Pavel Surikhin said that the system provides autonomous operation of up to 2 hours when turning off electricity, and the plans are the acquisition of a diesel generator, which will operate the system even with prolonged shutdowns.
People’s chosen ones were also demonstrated by the work of the OPDS operators, the capabilities of the system for the output and analysis of images from cameras installed throughout Norilsk, including Talny, Kayerkan and Snezhnogorsk regions. As Pavel Surikhin explained despite the fact that the system has not yet been officially put into industrial operation, over 1300 video streams have already been connected to it – both installed as part of the project and integrated from existing facilities (bus station, warm stops, entrances, construction sites). At the same time, all the equipment and software used – Russian production, with the exception of video cameras (production of PRC).
The guests got acquainted with the intellectual capabilities of the KSVN – modules of biometric recognition of persons and identifying state registration signs of cars. According to the Russian Ministry of Internal Affairs in the city of Norilsk, 11 crimes were disclosed for the 1st quarter of 2025 using the KSVN, 2 of which are theft of vehicles.
The system allows you to effectively monitor the fire hazardous environment from high -altitude chambers installed at a mark of 70 meters, which ensures the early detection of landscape fires. OPDS employees over the past period transferred 136 messages about public order violations, 5 messages to the ambulance and more than 10 messages to the city management department and other departments of the administration through the system-112. The system is able to not only recognize faces, but also identify cars by color and brand, which significantly accelerates the search for vehicles in the investigation of incidents.
The head of the city Dmitry Karasev initiated the project of the creation of the KSVN in 2021 as part of the municipal program “Production of offenses and strengthening interethnic and interfaith consent”. Its implementation is carried out in two stages. The first stage was successfully completed in December 2023 and included the introduction of computing resources, data storage systems and the basic video surveillance system, as well as integration with the Safe City regional system.
Currently, the project is at the final stage of the second stage, which should be fully implemented this year. This stage provides for the installation of the main data transfer network, the connection of all users, the installation of the remaining video surveillance cameras and the full deployment of the recognition system of biometric templates of persons. The contractor is the Russian company Citrix JSC.
The chairman of the standing commission of the city council on urban economy, Roman Serbin praised the above possibilities:
“The creation of a complex video surveillance system is a specific tool for solving urban safety problems and infrastructure management. Already now it is clear that budget funds are invested in a project, which brings real benefits even at the deployment stage. It is important that the KSVN covers all areas of the city and is used to monitor the state of roads, cleaning territories and the development of the information infrastructure of Norilsk. ”
Deputies of the City Council discussed the prospects for the application of the system. Pavel Semizorov raised the issue of using the KSVN to monitor the condition of the PLOs for collecting MSW and compliance with the garbage collection schedule. The possibility of monitoring the work of management companies, including cleaning roofs from snow and maintenance of playgrounds, was also discussed.
The immediate plans are to create a KSVN segment in residential education of an oganer with an installation of 50 cameras and the possibility of expanding up to 200, as well as the integration of cameras from municipal facilities and a housing stock. To ensure high -quality service of the growing system, an increase in the staff of specialists will be required.
Parliamentarians expressed confidence in the need to further support the project. “The system showed its demand even at the implementation stage. Now it is important to ensure its full use by all city services, to train users and continue to develop its functionality so that Norilsk becomes even safer and more technological, ”concluded Roman Serbin.
