Actual issues of the development of the platform economy, the interaction of business and the state, the necessary support measures, as well as the expansion of access to data and the use of artificial intelligence technologies were discussed by participants in the plenary discussion of the Data Fusion conference, which took place on April 16 in Moscow.
The plenary session began with the welcome word of Mikhail Mishustin, the chairman of the Government of the Russian Federation, who noted that one of the national goals by 2030 was to achieve digital maturity of state and municipal administration, key sectors of the economy and social sphere.
“Lack of regulation is not a synonym for freedom. But rather, the absence of the rules that are understandable to all participants. Today, platforms are an important part of our life. But at the same time, the new way ofide indicated new tasks in the field of protection of consumer rights, the formation of a transparent legal field. We create these rules in close interaction with business, but at the same time we put the interests of our citizens at the forefront, ”said Dmitry Grigorenko, Deputy Prime Minister, head of the government apparatus.
As noted by the chairman of the Central Bank of the Russian Federation Elvira Nabiullina, the regulation of the financial sphere should always be balanced. The head of the Central Bank considers the task not to restrict innovation, but to create conditions for conscientious competition, for transparent rules for all market participants, including customers and suppliers of goods and services.
The head of VTB Andrei Kostin called for approaching the regulation of digital platforms neatly and find a balance of interests. He noted that banks do not feel the threat of marketplaces:
“Moreover, we are now cooperating, because these banks that have now appeared, Ozon-Bank and others, are not able to present a wide range of banking services today. Therefore, we believe that using the client base, we could well supplement the payments services that these banks are the set of services, including investment products and so on, which can be represented only by large banks. We interact with Yandex, we are working on a program with Wildberries. Therefore, I think that so far we are more configured for cooperation than to competition. ”
Also, the President of Rostelecom PJSC Mikhail Oseevsky, General Director of VK Vladimir Kiriyenko, founder of Wildberries, head of the RVB Tatyana Kim and Chairman of the Union of Chinese Entrepreneurs in Russia Zzhou Gatezun were also participants in the plenary discussion.
