The Initiative We Check proposed 21 new proposals – including the introduction of a uniform template of the mortgage contract, video calls with a medical dispatcher 999 or extending notaries' rights with the possibility of directly making entries to the National Court Register.


The ninth round of reported solutions includes 21 proposals. Among the most important proposed solutions was, among others, the introduction of video calls with a 999 medical dispatcher for faster and more effective assistance. In the opinion of the initiators, thanks to this solution, the dispatcher will be able to visually assess the patient's condition and the place of the incident, which will increase the accuracy of the decision to send the emergency medical team.
A uniform model of a mortgage agreement on the market was also proposed – it could be attached to the mortgage Act. “This solution could significantly reduce the legal risk and costs of mortgage loans for consumers. Thanks to a uniform loan agreement, credit conditions would be more transparent and consistent, which would allow for greater certainty in terms of the obligations of the parties to the contract,” we check.
Another proposal is to extend notaries' rights with the possibility of directly making entries to the National Court Register. The initiators estimated that the current system in which the management boards of the companies submit applications and then the referendaries to the court make entries, is time consuming and introduces unnecessary delays.
The initiative we check also proposed facilitation for shareholders of a simple joint -stock company (PSA). The proposal assumes the abolition of the obligation to pay ZUS contributions from shares covered for work in a simple joint -stock company (PSA). “Current regulations cause an unjustified burden – as opposed to actions covered by a cash or factual contribution, those awarded for work are subject to social and health contributions. This causes actual double taxation and discourages from using this solution” – the initiators assessed.
Another postulated solution is to remove the lack of consistency of Polish law with EU law – it is about adapting the provisions on payment terminals to EU standards and adapting the provisions of the Act on investment funds to the EU FRP Regulation, “which will remove legal contradictions and will allow the creation of money market funds in Poland.”
The initiators also want to accelerate the audits of the Provincial Inspectorate for Environmental Protection by introducing time limits to carry out inspections by VIEP and enable the start of new installations before obtaining an integrated permit.
It is also postulated to simplify the principles of creating joint fields of study by Polish universities so that they can easily combine their resources and offer modern, interdisciplinary education programs.
The initiative also wants to exclude textiles and footwear from the Sent transport monitoring system. “Excluding these products from the obligation to report will allow you to focus on real threats, reducing administrative burdens,” the initiative assessed.
The initiators also proposed to increase equipment and trainings in the field of defense. They indicated, among others, to ensure the possibility of renting shooting ranges and the so -called Pomegranate throwing, increasing the number of trainings at shooting ranges or the possibility of buying bulletproof vests and helmets for own use for personal protection for natural persons and by entrepreneurs for the needs of employees' protection.
A simplification package was also proposed in the Clean Air program – among others, fair support for people in energy poverty, protection of the weakest “against unfair practices in the program” or simplify documentation in the program.
In March, the Clean Air program returned in a new setting. It was introduced, among others, that the subsidy can only be obtained for one building. As in the old version of the program, in the new one, depending on the income, the beneficiaries will be entitled to a lower or higher subsidy. In the new “clean air”, income thresholds were raised with increased and highest support.
We check the initiative reminded that the teams working as part of the initiative have prepared and published so far 249 deregulation solutions from various areas. (PAP)
