Economists appeal to the President of the Republic of Poland. They talk about a “harmful” amendment


The Sejm on Friday adopted changes in the health premium. In response on Tuesday, the Polish economy network sent an open letter to the President of the Republic of Poland Andrzej Duda and the Senate Marshal of the Senate Małgorzata-Kidawa Błońska, calling for detention. The signatories of the letter are both PLSE members and representatives of the world of science, trade unions and civic organizations. They are convinced that this law is unconstitutional, an elementary sense of social justice and poses a threat to the Polish health care system.
The letter draws attention to a number of problems that PLSE members see in the new act. Most micro -entrepreneurs, but the best -earners will benefit most. “Self-employed with revenues up to PLN 5,000 will gain less than PLN 150 per month, while earning PLN 30,000 will gain about PLN 920-1550 (depending on the form of taxation)”-we read in the letter.

The introduction of the amendment is also to lead to an increase in fictitious self -employment, and therefore the loss in the NFZ budget, currently estimated at approx. PLN 6 billion, may be greater. The popularity of self -employment is to have negative effects on the situation of young people on the labor market and women who ensure financial security in pregnancy and during maternity leave. “As a consequence, the amendment will deepen the demographic problems of Poland” – we read further.

The Act is also to be inconsistent with the conscription, specifically from art. 68, para. 2 (talking about universal access to health protection – ed.), “Because the cascade increase in fictitious self -employment significantly reduces and so low expenditure on the healthcare system” – we read. The NFZ deficit is already PLN 22 billion.
According to signatories, the amendment will therefore contribute to worse availability of healthcare, lead to the extension of queues and pushing patients to the private medical sector. “The authors of the letter recognize that the harmful amendment should be rejected by the Senate first,” we read in the letter. If it becomes different, the decision will belong to President Andrzej Duda.
