How did the conspiracy influence be the official photographer of an institution in the Romanian state on a contract of 26,000 euros – context disclosure
Retired from Constanța City Hall and one of the most famous Pro Putin and EU influences, Bogdan Dumitru, known on social networks as Bobbyd, is connected to contracts with the state, according to an investigation published by the context site.
Bobbyd's companies, on his real name Bogdan Dumitru, received 130,000 lei from the National Investment Company (CNI), by direct assignment for photography services.
According to the context, the companies Claboo Media and Aimia SRL of Bobby, which is the official photographer of the CNI, have concluded contracts of hundreds of thousands of lei with several public institutions, in the last two years.
In total, CNI made five purchases from Dumitru's companies, totaling 51,000 euros, of which 26,000 euros were invoiced and paid, says the state company.
Bobbyd has noticed in recent years on social networks with Russian rhetoric and pro-Putin messages. On his tiktok account, where he has over 400,000 followers, distributes the messages of Russian officials, claims that the Ukraine war is invented and energetically supports Călin Georgescu.
Monthly fee for participating in two events from CNI
According to context, at the end of 2022, Dumitru became the official photographer of the CNI. For a monthly tariff of 10,000 lei, his company, Claboo Media, committed to participate every month in two events organized by the state company, according to information published in SEAP.
In December 2023, also without a tender, the company is awarded another contract, also a duration of 12 months, with a total value of 120,000 lei, excluding VAT. The acquisitions of CNI from Claboo Media also continued after it spread to Tiktok Russian and pro-Putin messages, journalists from context write. “The CNI needed only two hours to decide who gives the contract, according to the information published in the SEAP,” writes the publication.
In January 2025, Bogdan Dumitru had submitted the documents for the establishment of another company, Aimia SRL, with the same activity object. Immediately, the CNI published in SEAP two purchases from the newly established entity: photographic services worth 5,000 lei a month, for two months.
Bobbyd reaction and national investment company
Contacted by context journalists, Bobbyd denied that he had received so much money:
“He took me with heat. Where the hell so much money? (…) were, I think maximum about 5-6 departures. Maximum. 5-6 times 4,500 lei. There are small amounts,” he said.
Also, the National Investment Company, asked how much money he paid to Claboo and Aimedia, but also why they chose Dumitru as a partner, the institution replied:
“Regarding the two mentioned companies (Claboo Media and AI Media No), within the Electronic Public Procurement System (SEAP) there is no negative certificates, and in the records of the National Trade Register Office there is no information on their legal representatives. It delimits firmly from any form of discourse that contravenes the democratic principles, the European values or the constitutional norms ”, it is shown in the response signed by the CNI director, Manuela Pătrășcoiu for context.
