The Trade Union Federations in Education, FSLI and ESF “Spiru Haret” ask the school principals and inspectors not to put pressure on the teachers who intend to participate on Monday, September 8, at the rally and march organized in Bucharest. In a call sent on Friday, the unions warn that “hasty and harmful legislative measures” affect the entire education system and require unity in front of the government.

In the call signed by the College of FSLI leaders and the college of the ESF leaders “Spiru Haret”, the unions emphasize that the heads of education “do not have to become instruments for sanctioning teachers, but act with responsibility and balance”.

“Do not stop colleagues who want to express their problems democratically and not threaten those who will want to participate in the meeting and march organized by the trade union federations,” the appeal shows. The trade unionists point out that the protest “is not a fight against directors or inspectors, but for a healthy, predictable and properly funded education system.”

The call comes in the context of the tensions generated by Law 141/2025 (“Bolojan Law”), which provides for the merging of schools, increasing the didactic norm and increasing the obligation of chair for directors and inspectors.

Message for the Government and

According to the unions, the reorganization of the school network and “the chaos created by the application of the new measures can lead to tensions in the chancellery and to the violation of the rights of the teachers”. “The management of the educational units must ensure that no administrative measures affect the dignity and status of the teacher,” writes in the document transmitted.

The trade unionists also invoke the “contradictory data communicated by the Ministry of Education” in relation to the number of norms occupied by holders and substitutes, accusing the lack of transparency. “In the absence of clear and official data, the risk is that the pressure will be transferred to the directors and inspectors, who become scapegoat for decisions taken at central level,” the appeal shows.

The message of the unions is also a warning to the governors: “Respecting the rights of the Education employees is not optional. School directors and inspectors cannot be used as political control tools or as intermediaries of austerity.”

The call to directors and inspectors ends with a message message: “Let's show together that the education system is united in the face of measures that undermine their foundation. We are strong!”.

Education unions announced Boicot on the first day of school

The three most important trade unions have announced, in a common statement, that they will boycott the first day of school and, instead of going to the chairs on September 8, will picket the Government headquarters, in protest against the austerity measures taken by the Government in the field of education.

“This year, for us the first day will not have the same significance. Please do not blame us for this decision to boycott the first day of school. The Government is to blame, which, through the measures taken, showed that it does not care about us, of you, the Romanian “Spiru Haret” and the National Trade Union Federation “Alma Mater”.

The trade unionists convey that their protest aims to show that the education employees “reject the political measures to reduce the budget deficit adopted by the Government, with negative effects on the education system, but first of all on the beneficiaries of education.”

They specify that they do not go out for higher salaries, but “for better conditions in the educational act, for justice”.

The National Alliance of Student Organizations in Romania said that it is joining the protests announced on the first day of school by the unions of the teachers. The students have transmitted that they “share the same feeling of dissatisfaction with the austerity measures” imposed by the government.

Why do teachers protest

Education unions motivate these steps “Given the disastrous effects of applying Law no. 141/2025 and of the subsequent acts issued by the Ministry of Education and Research, consisting of:

  1. Increased teaching norm by 2-4 hours;
  2. The merging of hundreds of educational units;
  3. Increasing the herds of preschoolers/students in the group/class;
  4. The reduction of over 50% of the tariff used for remuneration of the activity performed in “payment by time” regime;
  5. Increasing the obligation of chair for directors and inspectors, compared to the risk of eliminating the degree in the education system (a measure that will hit in all teachers in pre -school, primary, high school) ”.
