The operation “cutting the bonuses”, in the vision of the economists. “The budget sector is like a village without dogs. I would leave a single increase”

The Romanian taxpayer paid dozens of bonuses last year-some absurd as a chair-worth 2.4 billion euros for 1.3 million budgets. Economists consulted by “Adevărul” analyze the system of bonuses.

12.4 billion lei (approx. 2.4 billion euros) is, according to the Ministry of Finance, the amount granted, last year, by the Romanian state for different increases that the 1.3 million budgets benefited.

Economists claim that there are 200 bonuses in the budget system and we mention only a few of them: antenna, stress, chair, dust, radiation, food allowance, for the complexity of work, increase for the scientific title of doctor, for risk and neuropsychic overload, etc.

One of the measures included in the government program is to reduce exaggerated bonuses and stimulants, without specifying what they are.

The reduction of such bonuses seems to be very close, given the project of GEO which would be, in these days prepared by the Bolojan government, which aims to cap the increase for harmful conditions, which will be limited to 300 gross lei, given that there is now 15% of the salary, but not more than 1,500 lei. By capping this increase to 300 lei gross, savings of 1.34 billion lei would be generated in the next 6 months.

Prime Minister Ilie Bolojan argued on Friday that the bonuses will be evaluated in the next period and stressed that clear performance conditions are needed to grant them. “We have a large number of bonuses,” the prime minister said.

Two well -known economists, Andrei Caramitru and Adrian Negrescu, analyze, at the request of “Adevărul”, the system of bonuses in the state system.

Negrescu: “The bonuses are fireworks for increasing wages sometimes and 5-6 times”

“First of all, the increases granted to the budgets are provided by the collective labor contracts at the branch level, and from this perspective they cannot be cut. They can be at most diminished, which we see at the moment by the ordinance that will probably be approved by the Government today. The state grants somewhere at the level of 2.4 billion euros. Very often these bonuses are granted discretionary from the head of the head of institution, without having a direct connection with the performance of the employees or their level of training ”says Adrian Negrescu.

In fact, he says, a lot of bonuses are some financial fireworks meant to increase the salaries of the budget, in some cases even five or six times.

“The bonuses must be rethought, from my point of view, in the form of the payroll law in the budgetary sector, which we had to approve since 2023 according to the commitments in the PNRR. Now the problem of the bonuses is to be solved through these emergency ordinances which, from my point of view, do nothing but to the state”explains Negrescu.

He criticizes the decision to reduce the increases in the budget sector without a minimum consultation with the unions, without putting the project in the public transparency procedure at least 10 days.

“I would maintain a single increase”

Asked if there are bonuses that should be maintained in a wage law, Negrescu claimed: “I would include a single increase in the activity of the budget, the performance one associated with the activity of each employee and to be granted according to his achievements. As is the case in the private sector. Antenna bonuses, state -of -computer bonuses, bonuses the complexity of work or who knows what other inventions of the existing budgetary apparatus”.

He believes that budgets should receive some wages “Very clear, which represents a guaranteed right to which any government cannot be able to modify, and the bonuses should be granted only on the basis of a very clear radiography as it happens in the private sector.”

Negrescu claims that at the moment “it is a total chaos” in the salary of the budget.

“There is no financial philosophy to justify how the state employees are paid. There are blatant and upsetting differences between the levels of pay between ministries, between public institutions, between state companies, between all those who are paid from public money,” he explains.

This denotes the fact that in each area of ​​the budgetary apparatus, each has made their own rules, their own laws, their own favors meant to increase their salaries.

The budget sector is a village without dogs from the perspective of pay and I think that from this perspective some decisions must be made, especially since we have come to pay the moment of salaries in the budget sector of over 170 billion lei, a double amount compared to 5 years ago ”concluded Negrescu.

The bosses, says the specialist, can earn much more: “You put yourself in a few committees and committees. And you take thousands of lei on each” meeting “, as if this is not your job.”

Caramitru does not agree with the extra days of holiday: “10-12 more days a year. And after taking holidays it hardly takes their fake leave for the cause of illness from us.”

He criticizes and the lack of efficiency of some budgets: “And many of these do nothing, zero barat. Half of the UATs, from the mayors, have on paper under 3,000 people (actually below 2,000) as a city street. But they have a full town hall with all the silence to have the gap. ”

The economist also talks about the rural area, where he claims that “he is sad”. He gives the example of schools where no child promotes. “The teachers don't even come there, it's all fake. The number of children has decreased in total by 37% in the last 20 years, minus 70% in lost areas of the rural. Do you think a job has been reduced? No, no, no! And do education? No, no, no. Well then why should your mother pay you again? ”he says.

“I would leave a maximum of 700,000 employees in the state”

Caramitru also proposes the drastic reduction of the state apparatus. “I would dimension the state apparatus to a maximum of 700'000 with police teachers the administration army. Cut all over massive. From 1.3 million. In 5 years. Half of UATs. he details.

The economist also comes with a solution for employees who will be left without jobs:

“I can't find anything to do these people? No bathrooms. You can collect strawberries in the diaspora. It can be given with the mop for social assistance. I can reap the garbage thrown on the floor. I can grow chickens in the yard. I am not interested. They will be hysterized? Obviously. Only 80% of the population does not want to.”
