The mayor of Poboru refuses both the strike and the dismissals: “In the village, you cannot send the baby when it hurts today”

When reducing by 40% of the number of positions in the scheme of each institution the situation is heavy, to 45% is complicated even more.

The mayors found – on the simulations presented – in the situation of dismissing the employees insist that each person is needed, because over the years they have delegated to new mayors and new tasks. Others say that detailed analyzes are required, because not all town halls are in the same situation, even if the number of inhabitants and the staff scheme can be similar.

Above all, in the black scenario in which the redundancies are reached, everyone wonders what the criteria used, the more so where there are unique posts.

“In Olt County, 50% of the mayors will have to kick one or two”

On the simulations made in the government, in Olt county, out of a total of 4,476 paper positions, 2,709 are occupied. After the discount would remain in the scheme 3,019 positions (out of 4,476), and from the positions occupied to abolish 188, 56 administrative-territorial units (UAT) being affected, which represents 50% of the total localities.

“The most important thing is that the data that the prime minister transmitted to us correspond to the data that the town halls have. So there are several aspects ”, said the vice -president of the Olt County Council, Virgil Deloreanu.

Although from 56 mayors, people should leave, for now things are treated calmly. “To know that nothing special will happen. I think, in Olt County, 50% of the mayors will have to give out one or two, and 50% fall into the scheme proposed by the Government,” Delureanu added.

According to simulations, most dismissals should be made, in Olt County, at the City Hall of Balș. From here we should leave 25 people in the scenario of the 40% reduction in the number of positions, respectively 31 at the 45% discount scenario. No one leaves from the Olt County Council, even after reducing by 45%, almost 200 positions that could be occupied. There should be no concerns at Slatina City Hall, also “on Plus” with 72 positions in the 45% discount scenario. In contrast, in Slatina there would be too many local police if the norm of 1/1,200 inhabitants enter into force.

The mayor of Balș, Cătălin Rotea, says that the simulation made by the government is wrong and that the 31 employees “in addition” are actually employees who in other localities are classified either in private companies that provide services to the town hall or to the mayor's companies.

“From my point of view, it is a wrong simulation, because there are two issues that need to be taken into account: 1- The ten positions for European funds that are taken into account when this percentage is reported to the Balș City Hall, I have never hired someone extra-first on European funds; 2- A very clear distinction must be made between the town halls that outsourced the sanitation services, green spaces and gullies. To me, the sanitation is outsourced for a long time, before I am mayor, and the green spaces and the gullies are employed within the City Hall, and we are talking about 31 people. The mayor also sanctions the rush with which these measures are operated. In addition, it reminds that the town halls are waiting for, from the Government, the money they have already contributed for the payment of the allowances of the disabled and the salaries of the personal assistants, most of them being paid from local funds more than 10% of these expenses, as long as the law stipulates.

“I think that all the town halls in this country are waiting for not only the staff cutting, they are also waiting for a budget rectification. Which will certainly not be positive, that it is clear that what it means to keep the current deficit will not be a positive budget rectification, but at least on the part of personal assistants, on people with disability allowances, I think there are money that the Government must give us back. Because we kept them from us and I am not an appointment, it is appropriate ”, said Rotea.

Balș City Hall could support its operating expenses from its own funds in the current employee scheme, but when it comes to investments it is clear that there is no money and that the center is needed, the mayor said.

Poboru City Hall, also from Olt county, is also in a situation of dismissing the employees, if you go with the measures to the end. According to simulations, six employees of the 16 should leave. The mayor, angry, says he does not understand why things are so. All are employed on unique positions, in addition, the mayors have been delegated over the years.

“I have 15 (n. Now we put us with civil servants. We have always been in the air, we have no right to old sports, that we are dignitaries, we have no right to holiday vouchers, we have nothing to do, that we are dignitaries ”,
