He says that the mechanism by which the 40 categories of state employees had to declare their wealth, until the CCR decision on Thursday, was “probably the most powerful at European level and I think that even globally”: “Those who had a higher transparency, if I do not deceive me, those in Ukraine.”

ANI is the public institution that is responsible for “managing the system of declarations of wealth and interests and identifying, preventing and combating incidents of integrity”.
How were wealth statements be public for anyone
The 40 categories of persons who had to submit the declaration of wealth that later became public were obliged, according to the law, to complete the declaration of wealth within 30 days from the position. Every year, until June 15, the declarations of wealth had to be updated, according to the data from the previous fiscal year.

The declaration of wealth and interests had to include the goods and revenues of the spouses and children in maintenance. On Thursday, the CCR decided to eliminate this obligation from the law. Also the constitutional judges have decided to have no obligation to publish these statements of wealth and interests on the ANI website.

What are the 40 categories of employees who need to complete wealth statements
In Law 176/2010 are provided the 40 categories of persons who must submit annual statements of wealth:
1. President of Romania;
2. Presidential counselors and state counselors;
3. Presidents of the Houses of Parliament, deputies and senators;
4. members of Romania in the European Parliament and members in the European Commission from Romania;
5. Prime Minister, Government members, state secretaries, state-assistants, their assimilations, as well as state councilors in the prime minister's work apparatus;
6. The members of the Superior Council of Magistracy;
7. Judges, prosecutors, assistant magistrates, their assimilations, as well as judicial assistants;
8. The specialized auxiliary staff within the courts and prosecutor's office;
9. The judges of the Constitutional Court;
10. The members of the Court of Accounts and the personnel with management and control functions within it;
11. President of the Legislative Council and the Presidents of the Section;
12. The People's Advocate and his deputies;
13. The president and vice -president of the National Supervisory Authority for Personal Data Processing;
14. The members of the Competition Council;
15. Members of the College of the National Council for the Study of Security Archives;
16. The members of the National Securities Commission;
17. The members of the Economic and Social Council;
18. The members of the Council of the Insurance Supervisory Commission;
19. The members of the Council of the Supervisory Commission of the Private Pension System;

39. Candidates for the functions of president of Romania, deputy, senator, county councilor, local councilor, president of the County or Primary Council;
40. Presidents, Vice -Presidents, General Secretaries, Economic Directors and/or Treasureers of National Sports Federations, Romanian Olympic and Sports Committee and National Paralympic Committee.
