Another revolution is coming for entrepreneurs. — Since one of them has been successful, and I mean the unified control file (JPK), it is high time to take another big step forward – says Paweł Jaroszek, vice-president of ZUS. The Standard Insurance File (JPU) is intended to streamline the settlement of premiums.
— Its implementation is a challenge, but it must be taken up because it will help reduce the burden on companies and make optimal use of the data available to ZUS – adds our interlocutor.
For JPU to become a fact, the law must first be changed. A draft on this matter is to be submitted for consultation soon. However, JPU will be preceded by an application for settling contributions for the self-employed.

Paweł Jaroszek points out that ZUS sticks to a specific calendar. — The project is to be implemented in two stages. The first stage is to start in January 2028 and will cover people settling contributions for their own insurance – says. This concerns mainly the self-employed, and the service is to be available in mZUS for Płatnik, eZUS and mObywatel.
And explains that we are talking about implementing a solution that will allow you to enter data on the basis for calculating the health insurance contribution in the smartphone application, and then the rest will be calculated by ZUS.
The self-employed will therefore have to provide information about the amount of income and income and possibly indicate the desire to increase the minimum basis for social security. On this basis, ZUS would create a settlement taking into account the right to relief in paying contributions, which it would make available on the payer's account in eZUS. Such a settlement would include the amount to be paid for social and health insurance for a given month, and would also enable the transition to electronic payments.
In short: ZUS will do what the payer had to do so far and will also take over responsibility for settlement ZUS contributions. The payer will not provide data as currently, but in a simplified form, i.e. they will provide data without the need to send the uniform insurance file (JPU).

— In the second stage, from 2033, the project would cover other payers, explains Paweł Jaroszek. And he points out that this is a much more difficult and complicated task. These payers would have to use JPU.
— Preparing applications for all insured persons requires a lot of work, both from the legal side, i.e. regulations, and from the technological side, explains Paweł Jaroszek. We are talking about adapting the software on the part of ZUS and entrepreneurs.
He emphasizes that this is a challenge because the employees work for different entities, sometimes they take on assignments, they reach the 30-fold limit, i.e. the amount on which contributions are no longer calculated, and they take sick leave.
— ZUS is probably the only one that has complete data, but we need to structure it appropriately. Thanks to this, we will relieve employers who will no longer have to believe the declaration of a contract employee that he has a different basis for paying contributions – explains Paweł Jaroszek.

ZUS wants the payer to receive a settlement of contributions and the resulting amount to be paid. If it matches the settlement issued by ZUS, it could be redirected to payment. If the payer did not agree with the settlement proposal, he would have the opportunity to correct it. However, this would be possible within the settlement system, without the need to visit ZUS and without any calls.
