The City Hall of Sector 3 wants to allocate another 43 million lei for “Aqua Park Pantelimon”. Negoiță's explanation

The Local Council of Sector 3 is going to vote, at the proposal of the mayor Robert Negoiță, awarding a new contract for the works at “Aqua Park Pantelimon”, worth over 43 million lei, VAT included, to the municipal company Algorithm Construcții S3 SRL. The project, launched 8 years ago and originally scheduled for completion in 2019, ended up costing almost double the original estimate after several successive budget increases.

Work on Aqua Park Pantelimon began in 2018, with an initial completion date set for 2019. Initially, the investment should have amounted to 112 million lei.
According to the project documentation, Aqua Park Pantelimon would include six outdoor pools of different sizes and depths, some of which would be integrated with water slide facilities. The complex is also equipped with relaxation and recreation areas, swimming pools for children and adults, as well as SPA facilities, including saunas, salt water and spaces dedicated to wellness and recreation.

In December 2025, the City Council approved an additional 56 million lei for the same project. Following the new allocation, the estimated total value of the investment reaches approximately 216 million lei.
At the time, Robert Negoiță posted a video from Pantelimon Park, in which he apologized for the delays, claiming that the value of the investment was undervalued.
“We have to supplement the amounts, to close this work. And even so, we are at 1,000 or so, 1,200-1,300 euros per square meter. It is nothing exaggerated, it is not very much at all, after the supplements it comes to this. It is a big fault of mine, and mine, because I necessarily pushed to do it with little money, to allocate little money, after which obviously we did not agree to give up quality. Those who have been here or want to come here will see that they worked with very good materials, of very good quality, and it is an extraordinary work”. argued Negoiță at the time.
Negoiță: “There is nothing new”
With 8 months as a deadline, the new contract concluded by the City Hall of Sector 3 has a value of 43.7 million lei, including VAT, and includes execution works, as well as technical assistance services from the designer. In the approval report, these interventions are described as “work necessary to complete the investment”which “are not found in the object of the original contract”.

Contacted by Adevărul, the mayor of Sector 3 claims that the changes are generated by technical adjustments that occurred during the works.
“It's a matter of some correlations, of types of work that are not known at the beginning and that they have to add now. It's nothing new as far as I know. It also happens that designers omit certain types of work and then they have to be added”the mayor declared for Adevărul.
Asked about the opening date of the water park, Negoiță indicated the summer of this year.
The opposition accuses illegalities and the destruction of green space
However, opposition representatives dispute both the way the project was developed and the additional costs approved by the local administration. Andrei Stan, USR local councilor, claims that the works started based on an authorization that no longer corresponds to the construction carried out in the field.
“Construction began illegally, receiving a permit for a light temporary building, and now it has become a concrete and brick construction, about two stories. With the taking over of this piece of Pantelimon Park, the green space of the citizens was practically reduced, and the whole park was affected by the works for the aquapark. At the moment, unfortunately, we can no longer call what is there a park.” he said.
The USR adviser also accuses the repeated delays of the investment, which he says are constantly presented as minor, without the project being completed.
“For five years we have been told that the project is 99% completed. For five years we have been hearing that it is almost ready and it is still not finished. It is another black hole in the budget of Sector 3, along with Hala Laminor”Stan stated.
He also criticizes the procedure for awarding the contract to the town hall's municipal company.
“We oppose the direct assignment to a company of Sector 3, because it is a company that does not have a very good management history. The aquapark is concessioned to a private company which, according to the information published in the press at the time, had connections with Robert Negoiță”, the local councilor also said.

According to the official documentation, Algorithm Construcții S3 SRL submitted an offer of 36.1 million lei without VAT, within the value estimated by the contracting authority. The offer was declared compliant and admissible by the evaluation committee, and the award was made based on Article 31 of the Public Procurement Law, which allows direct contracting to public enterprises under the control of the local authority.

After four failed tenders, in which no company would have expressed its desire to manage the new aquatic complex, the City Hall of Sector 3 awarded the concession to Aquaventura Water Park Spa SRL, a company established during the tender itself, Buletin de Bucharest notes. The minimum fee is 403,900 euros per year, excluding VAT. Practically, the new administrator would pay around 4.2% per year from the revenues obtained.
Marius Turcu, the owner and administrator of Aquaventura Water Park Spa SRL, owns 10% of another company, Imperium Creative Bussines SRL. In 2021, according to the quoted source, Imperium Creative Bussines SRL bought a building from Future Tools Construction SRL. The latter is a company controlled by the Negoiță family.
