Russia on ice. Kazakhstan gives up cooperation with Russian companies

After the government meeting, the Kazakh authorities announced that they had decided to build a thermal power plant in Kokshetava on their own, and the other two – in Kokchetava and Ust-Kamenegorsk – would be built by a Kazakh-Singapore consortium with the participation of Samruk-Energo.
Design work is already underway in Kokchetawa – according to the plan, the power plant is to be launched in the first quarter of 2029. Its total cost will be approximately 300 billion tenge (PLN 2.4 billion). The construction of thermal power plants in Semej and Ust-Kamienogorsk will be more expensive – it will reach approximately 400 billion tenge (PLN 3.1 billion).
Preparation of the areas and ordering of equipment will begin soon. Both power plants are scheduled to be commissioned at the end of 2029. – All technologies will be modern, Chinese and will meet environmental protection requirements – said Sungat Esimkhanov, Deputy Minister of Energy of the Republic of Kazakhstan. All new thermal power plants will use “clean coal” technology and elements of artificial intelligence.
Initially, Kazakhstan considered building these thermal power plants together with Russia. However, Astana did not receive any information about preferential financing, so it started implementing the projects on its own. According to the agreement, Russian banks were to provide financing for the project – they were to grant loans for a period of 15 years. However, there were difficulties in financing the project and subsidizing the interest rate for the purchase of equipment.
The agreement on the construction of a thermal power plant on the territory of Kazakhstan was concluded in November 2023 during President Vladimir Putin's visit to this country. A memorandum on this matter was signed by the energy ministries of both countries. Initially, the cost of building the facilities was estimated at $2.7 billion. (approx. PLN 10 billion). The general contractor was to be Inter RAO.
